SUMMARY:Lecture / Discussion:CREES Noon Lecture. The Social and Political Impact of COVID-19 in Central Asia
DESCRIPTION:As in other regions of the world\, Central Asia has struggled to respond to the COVID-19 pandemic. Some governments moved relatively swiftly and decisively to close borders and impose strict social distancing measures\, while others adopted similar measures but were slower to implement them. Still others have been reluctant to even acknowledge that COVID-19 poses a serious risk to their citizens. How has the threat of COVID-19 and the government’s response to it affected popular attitudes in Central Asia? Specifically\, how has it affected trust and confidence in political leaders\, religious leaders\, healthcare systems\, and local communities? I explore these questions based on an original online and telephone survey conducted in Kazakhstan and Kyrgyzstan during the height of the pandemic. I argue that the pandemic has had inverse effects on trust and confidence in these two countries and that this may be linked to differences in the stability of their respective regimes.\n   \nPauline Jones is professor of political science and director of the Digital Islamic Studies Curriculum at the University of Michigan. She has published in several leading academic and policy journals\, including the *American Political Science Review\, Annual Review of Political Science\, Current History\, Foreign Affairs\, Europe-Asia Studies\,* and *Resources Policy*. DESCRIPTION:Abstract: \nIf individuals tend to behave like their peers\, is it because of conformity\, that is\, the preference of people to align behavior with the behavior of their peers\, homophily\, that is\, the tendency of people to bond with similar others\, or both? We address this question in the context of ethical dilemmas. Using a peer effects model\, we designed a real-effort laboratory experiment in which individuals could misreport their performance to earn more. Participants initially worked in isolation and then\, depending on the condition\, they were assigned peers at random or they could select their peers based on a signal on their past (dis-)honesty. This allowed us to estimate i) the effect of conformity on lying behavior\, ii) the presence of homophily\, and iii) whether the endogenous choice of peers generates a self-selection bias in the estimation of conformity. Our results reveal the presence of conformity on lying and homophily in the selection of peers but only among participants who were already behaving dishonestly in isolation. Participants who behaved honestly in isolation are indifferent to the information received about peers and thus\, do not exhibit any preference for homophily. SUMMARY:Lecture / Discussion:Tools for Futurist Thinking in the Social Sector with Deloitte’s Monitor Institute
DESCRIPTION:The COVID-19 pandemic has created an environment of hyper-uncertainty for social sector organizations\, as the economic crisis has weakened funders and nonprofits even as the demand for their assistance is skyrocketing. Many funders and non-profits have completed their initial round of emergency response to the crisis\, but they are struggling to contemplate what they should do next.\nTo help social sector leaders confront this challenge\, the Monitor Institute by Deloitte is using the tools of scenario planning—the well-tested methodology for thinking about the future pioneered by Deloitte’s Global Business Network group—to help both funders and operating nonprofits get on their front foot in preparing for the landscape on the other side of the COVID-19 crisis. DESCRIPTION:Abstract:\nUnderstanding intra-tumour heterogeneity (ITH)\, in particular identifying the presence of subclonal populations of cancer cells that may respond differently to treatments\, is key to support precision medicine approaches. Capturing ITH from genomic measures raises however a number of computational challenges. In this talk I will present CloneSig\, a method to infer ITH from \"bulk\" genomic data\, in particular whole-exome sequencing data\, and capture changes in mutational processes active in different subclones. I will then discuss the promises of single-cell genomics and some challenges it raises\, in particular to transform raw count data into useful representations\, integrate heterogeneous modalities\, and learn gene regulation.\n\nShort bio:  Jean-Philippe Vert has been a research scientist at Google Brain in Paris and adjunct researcher at PSL University Mines ParisTech since 2018. He graduated from Ecole Polytechnique and holds a PhD in mathematics from Paris University. He was research professor and the founding director of the Centre for Computational Biology at Mines ParisTech from 2006 to 2018\, team leader at the Curie Institute on computational biology of cancer (2008-2018)\, visiting scholar at UC Berkeley (2015-2016)\, and professor at the department of mathematics of Ecole normale supérieure in Paris (2016-2018).\nHis research interest concerns the development of statistical and machine learning methods\, particularly to model complex\, high-dimensional and structured data\, with an application focus on computational biology\, genomics and precision medicine. DESCRIPTION:Please register in advance for the webinar here: http://myumi.ch/wloN7\n   \n   After registration\, you will receive a confirmation email with instructions on how to join the webinar.\n   \n   Between 1885 and 1915\, roughly eighty thousand Armenians migrated between the Ottoman Empire and North America. For much of this period\, Ottoman state authorities viewed Armenian migrants\, particularly those who returned to the empire after sojourns abroad\, as a political threat to the empire’s security. Istanbul worked vigorously to prevent Armenians both from migrating to and returning from North America. In response\, dense smuggling networks emerged to assist migrants in bypassing this migration ban. The dynamics that shaped the evolution of these networks resemble those that drive the phenomenon of migrant smuggling in the present day. Furthermore\, migrants who returned home found themselves stuck in an uneasy legal limbo as both Ottoman and United States governments disavowed them as citizens\, leaving them vulnerable to deportation from their own ancestral lands. As this talk contends\, the Armenian migratory experience in the late nineteenth and early twentieth centuries both parallels and sheds light on themes such as smuggling\, deportation\, and the criminalization of migration\, that are central to the issue of global migration in the 21st century.\n   \n   David Gutman is Associate Professor of History at Manhattanville College in Purchase\, New York. He is the author of “The Politics of Armenian Migration to North America\, 1885-1915: Sojourners Smugglers and Dubious Citizens” (Edinburgh University Press 2019). He has also published several articles and book reviews on themes ranging from migrant smuggling and mobility control to the historiography of genocide. DESCRIPTION:This lecture will trace the revolution in the name of tradition enacted by Sarah Schenirer\, a divorced seamstress with an eighth-grade education\, who created a girls' school system\, Bais Yaakov\, that rescued Orthodox Jewish society at a moment of peril. Bais Yaakov continues to thrive in hundreds of locations today\, and Bais Yaakov students consider themselves the spiritual daughters of Schenirer.\nNaomi Seidman is a Fellow at the Frankel Institute for Judaic Studies during the 2020-21 year\, and the Jackman Professor of the Arts at the University of Toronto.
