Yet we have largely missed a critical piece of the story: the social welfare policies ostensibly intended to benefit crime victims. Existing accounts treat victims\u2019 relationship to punishment as rhetorical, a story of ideology or movement mobilization. My book-in-progress, a case study of the history and implementation of victim compensation law, shows how resources for victims are structurally tied to punishment, as well. Liberal Democrats in the 1960s proposed victim compensation to offset their weaknesses in crime politics, but conservatives objected to a new social program funded by \u201ctaxpayer\u201d money. The solution, discovered largely by accident in California, was to finance compensation through mandatory criminal fines\u2014making resources for victims dependent on more criminal convictions. After determining who would pay for victim benefits, lawmakers decided whose victimization would pay. Compensation was limited to victims who reported crimes, cooperated with police, and were not \u201ccriminals\u201d themselves\u2014criteria that also penalize survivors of domestic violence. Today, victims of color, especially Black men, are most likely to be denied compensation because the police perceive them as uncooperative or to blame for their victimization. Yet existing research tends to conceptualize discrimination through identifiable incidents or interactions, leaving less understood how workers experience racialized treatment that is diffuse, cumulative, or difficult to translate into institutionally recognizable terms. In order to fill this gap, this research draws on 140 in-depth interviews with college-educated Black professionals to investigate how workers perceive, interpret, and respond to racialized treatment in professional workplaces. Findings reveal a striking uncertainty among participants regarding assessments of discrimination and their broader accounts of workplace life. While participants described racialized comments, differential evaluations, heightened scrutiny, exclusion, disproportionate workloads, and other forms of differential treatment that accumulated across interactions and organizational processes, they often did so without producing a singular incident they considered sufficiently consequential, provable, or reportable as discrimination. Notably, 35% of these accounts came from individuals who had reported experiencing little or no discrimination in a pre-interview survey. I conceptualize this diffuse organizational presence as the specter of discrimination: the pervasive sense that race structures how one is perceived and treated at work even when its effects cannot always be located within a singular, discrete discriminatory event. The specter generates racialized interpretive and vigilant labor as workers scrutinize interactions and organizational decisions, assess their cumulative implications, anticipate future treatment, and, at times, question whether what they experienced was racial discrimination at all. This study draws on a multilevel political economy framework: corporate climate action depends on both bottom-up managerial agency and top-down regulatory signals. Using panel data on large U.S. publicly traded firms, the study examines how managerial agency and organizational capabilities\u2014reflected in dedicated leadership, environmental commitments, and innovation capacity\u2014interact with external policy pressures. A quasi-experimental design compares firms facing differing regulatory pressure across hard-to-abate and consumer-oriented sectors, isolating the separate and joint roles of policy threats and managerial agency. Stronger policy signals increase firm participation in climate disclosure programs across sectors, but reduce emissions intensity only when firms possess managerial capabilities. This decarbonization channel is strongest in hard-to-abate sectors where regulatory pressure is most direct, whereas consumer-oriented sectors exhibit less substantive, more symbolic responses. These findings show that managerial agency and organizational capabilities do not operate in a vacuum, but are activated and reinforced by external policy signals. These rewards are consistent with the biological propensity for social connections, which can help protect our physical and mental health. However, the benefits of work devotion are not equally available to all socio-demographic groups. Further, the work devotion mandate can feel coercive, justify overwork, deplete engagement with family and community, and lead to moral distress. these firms hire. We provide new evidence that they are disproportionate employers of a largely \u201cunemployable\u201d group: individuals with criminal records. Using administrative data on U.S. workers, firms, and the criminal justice system, we show that young firms struggle to compete for labor against established firms and subsequently hire disproportionately from people with criminal records. Following a criminal conviction, a worker becomes 21% more likely to take a job at a young firm. We show this pattern reflects firm-side constraints rather than worker or young firm preferences: young firms conduct fewer background checks and draw from a residual pool of workers that established firms have screened out. Consistent with this mechanism, sorting is substantially stronger for heavily stigmatized offenses, weaker in tight labor markets where established firms lower their screening standards, and weaker under Ban-the-Box policies that restrict established firms\u2019 ability to screen.
