This event is jointly presented with U-M Economics – Labor Economics Seminar.\n\nAbstract: Does exposure to diverse college peers cause long-run racial integration? The study examines California Proposition 209\, which halved Black and Hispanic enrollment at many undergraduate and graduate University of California schools and improved cross-race academic match at others. Combining time-series and difference-in-differences designs with linked administrative data\, survey responses\, and complementary evidence from the UC Berkeley freshman housing lottery\, it assesses how affirmative action and interracial contact affect later-life social\, political\, and economic integration.\n\nZach Bleemer is an assistant professor of economics at Princeton University in the Industrial Relations Section and a faculty research fellow at the National Bureau of Economic Research. SUMMARY:Workshop / Seminar:Does Management Matter? Evidence from Indigent Defense in Texas
DESCRIPTION:The majority of felony cases in the United States involve indigent defendants represented by publicly financed attorneys. We examine the effects of efforts to improve representation for economically disadvantaged defendants through the adoption of managed indigent defense offices (MIDs) in Texas\, which impose a layer of oversight and accountability on attorneys who provide indigent defense services. Exploiting the staggered roll-out of MIDs across Texas counties\, together with administrative data on attorney employment and caseloads\, jail populations\, and newly compiled arrest and prison records\, we show that introducing management concentrates cases among a smaller set of local lawyers. Management reduces the use of bench warrants and the probability of imprisonment. Sentences among those incarcerated lengthen as imprisonment falls\, implying that the defendants diverted from prison would have served relatively short terms. Overall\, we find that management matters in the administration of criminal justice.

SUMMARY:Workshop / Seminar:What Makes a Good Cop? Measuring Officer Quality and the Trade-Off Between Policing and Public Safety
DESCRIPTION:This paper measures heterogeneity in officers’ effects on reported crime and policing activities (stops\, arrests\, force use\, and misconduct complaints) using Chicago administrative data. I estimate officer fixed effects for each outcome and compute their bias-corrected variances and covariances. Officers differ significantly in their effects on activities and crimes\, with effects on serious crimes driving differences in effects on social costs. However\, officers’ activity effects and crime effects are only weakly correlated\, and activity effects and demographics explain little variation in crime and total-cost effects\, suggesting that common measures of officer productivity poorly predict officers’ effectiveness at reducing crime.
