SUMMARY:Workshop / Seminar:Consumption\, Savings\, and Earnings Responses to Financial Windfalls (joint with Rajashri Chakrabarti\, Philippe d’Astous\, Sheisha Kulkarni\, Vyacheslav Mikhed\, Matthew J. Notowidigdo\, Sahil Raina and Barry Scholnick)
DESCRIPTION:We estimate the causal effects of a financial windfall on consumption\, savings\, and wage earnings using linked administrative data on a large sample of Canadian lottery winners. Using separate linkages of lottery winners to income tax records and credit bureau data\, we estimate how lottery winnings affect consumption measured through credit card spending\, savings through financial asset accumulation and debt repayment\, and wage earnings from tax records. We then examine how these responses vary across the income distribution. We find that high-income individuals allocated a larger share of lottery winnings to savings and leisure\, while low-income individuals spent a larger share on consumption. We illustrate the policy relevance of these heterogeneous responses through three applications: designing fiscal stimulus programs\, evaluating a Universal Basic Income (UBI)\, and determining optimal top tax rates on wage earnings and savings.

SUMMARY:Workshop / Seminar:Easy to Collect\, Costly to Bear: Mobile Money Taxation and Network Spillovers in Tanzania
DESCRIPTION:This paper provides evidence that a tax on mobile money transactions shrinks its base by an order of magnitude more than taxes on income or turnover do\, that the base responds to whether it is taxed rather than to how much\, and that the damage spreads through the payment network to users and payments the law never taxed. First\, using the complete transaction records of Tanzania’s three largest providers around the introduction of a notched levy on person-to-person transfers and cash withdrawals in July 2021\, we show that the levy reduces the volume of taxed transactions by 23 percent and their average value by 13 percent relative to untaxed transactions on the same platform\, an elasticity with respect to the net-of-tax price of about 10. Second\, we show that a cut of about 30 percent seven weeks later brings none of it back\, nor do two further cuts\, while the removal of the levy on transfers in 2023 does\, slowly. Third\, we document that relationships between senders and receivers survive at two-thirds the normal rate\, that new ones form at less than half the pre-levy pace\, and that senders stop rerouting activity around recipients who go quiet\; none of these margins recovers when the tax rate falls. Fourth\, we find that the levy reaches activity it does not tax\, as wages paid into wallets fall by a fifth\, and that senders of every size cut back by a similar share\, whether or not they have a bank account. Fifth\, we estimate that the levy destroys 47 cents of surplus for every shilling it raises\, several times the cost of a value-added tax in comparable settings.

SUMMARY:Workshop / Seminar:Housing First or Treatment First? Evidence from the VA's Homelessness Programs
DESCRIPTION:Debates in homelessness policy often pit Housing First programs\, in which subsidized housing is offered unconditionally and immediately\, against Treatment First interventions\, which combine short-term housing with treatment for issues like substance use. I study a national sample of nearly 300\,000 unhoused\, mentally ill Veterans who are potentially eligible for the VA's Housing First program (known as HUD-VASH or VA Supportive Housing) or for a Treatment First program (offered by a variety of local contractors). Using an instrumental variables design\, I find that enrolling in Housing First reduces three-year mortality by 4.6 percentage points relative to a no-program counterfactual. In contrast\, Treatment First has no long-term effects on health. Housing First is also cost-saving\, as it causes individuals to substitute away from lengthy inpatient stays.
