DESCRIPTION:Using Visa debit and credit card transactions in the U.S. from 2017 to 2021\, we document the importance of customers in accounting for sales variation across merchants\, across stores within retail chains\, and over time for individual merchants and stores. The number of unique customers\, as opposed to transactions per customer or dollar sales per transaction\, consistently accounts for about 80% of sales variation. The top growing and shrinking merchants account for the majority of total sales reallocation over time\, through their acquisition and loss of customers. To illustrate potential implications\, we write down an endogenous growth model with a customer margin. In this model\, the customer margin drastically increases the size of the largest retailers and their contribution to overall growth\, boosting aggregate innovation and growth in the process.

DESCRIPTION:Many countries implement interest rate caps that target specific loan segments\, reducing their profitability. Whether lenders reallocate credit supply away from targeted segments depends on how borrowers and lenders are matched. This paper studies the credit supply and welfare effects of targeted interest rate caps when lenders selectively reach out to borrowers\, a common practice in many settings. Using a reform that tightened interest rate caps on agricultural loans in Ecuador\, I show that\, consistent with the reallocation prediction\, cooperatives reduced agricultural lending and increased non-agricultural lending. By contrast\, banks expanded agricultural lending. I develop an empirical model in which lenders allocate supply by selectively extending offers to borrowers. I find that\, although all lenders reduced their offers to agricultural borrowers\, banks' originations increased because steeper price cuts raised borrower acceptance. Most of the cross-sector supply reallocation and welfare losses in the agricultural sector are due to targeting.

DESCRIPTION:Existing research consistently finds that unemployment insurance (UI) benefits delay job finding with limited effects on job quality\, but focuses on changes in UI generosity while holding fixed access to re-employment services. Using employer-employee matched data from Washington State and a fuzzy regression discontinuity design around the eligibility threshold for UI\, we find that benefit receipt minimally delays re-employment but substantially improves labor market outcomes. UI increases cumulative hours worked by approximately 15 full-time weeks and earnings by $14\,000 in the two years following job loss\, representing 37% and 50% increases\, respectively. These gains are driven by improved job quality\, as recipients experience longer tenure and higher wages with their next employer. Effects are larger for workers living near public employment offices\, suggesting that access to re-employment services enhances search productivity. Expanding UI access by lowering the eligibility threshold is much more cost-effective than raising benefit levels or extending potential duration\, as workers benefit from more stable\, higher-paying re-employment that partially offsets its cost.

SUMMARY:Workshop / Seminar:Why Didn't the U.S. Unemployment Rate Rise at the End of WWII? (with Shigergu Fujita)
DESCRIPTION:This paper investigates why the U.S. unemployment rate rose only a few percentage points despite the dramatic decline in government spending and other upheaval at the end of World War II. Using a new longitudinal data set based on archival sources and government surveys\, we study the many facets of this question. Our findings suggest the following answers. First\, the dramatic decline in government spending led to a significantly smaller decrease in GDP than predicted by standard Keynesian models. Instead\, private job creation surged as private activity was “crowded in” by the fall in government spending. Second\, even accounting for the smaller fall in GDP\, the unemployment rate rose much less than predicted by Okun’s Law. We develop a new decomposition method that reveals how unusual movements in labor force participation rates\, hours worked\, and productivity led to a breakdown in Okun’s law during the 1940s. Third\, the U.S. labor market worked with astounding efficiency: despite large sectoral shifts at the end of the war\, most of the workers who separated from their jobs moved directly into new jobs without experiencing unemployment. All of these factors lined up to create a post-war boom despite the largest fall in government spending in U.S. history.

DESCRIPTION:I study the effects of innovation policies in product-line markets\, using a dynamic oligopoly model with endogenous pricing\, product-line adjustment\, and R&D. I apply the model to the desktop GPU market\, a duopoly between NVIDIA and AMD. I find that a dollar of R&D generates about $9.0 of within-market surplus net of that dollar\, with the firms capturing $3.0 and consumers the rest. But the return to public support is far more modest. I simulate three stylized interventions: an R&D credit and two product rebates\, one at the cutting edge and one on the mass market. Only the R&D credit induces a material increase in private R&D\, but it returns only $0.51 of surplus per public dollar because additionality is low: most of its outlay reimburses research the firms would have conducted anyway. The rebate on cutting-edge products returns only $0.23 per public dollar and sets back the technology frontier. Subsidizing both firms\, it ignites a price war at the top of the line\, benefiting consumers but undercutting the reason firms advance the frontier. The mass-market rebate sets off the same war lower down the product line but expands adoption enough that R&D survives\, returning $1.09 per public dollar. These results suggest that innovation policy in product-line markets is a more intricate design problem than in markets with simpler structure. Each instrument induces a distinct equilibrium response in prices\, qualities\, and R&D. The static and dynamic components of that response can offset or reinforce each other\, attenuating or even reversing the intended effect.

DESCRIPTION:This paper studies wealth dynamics and capital allocation under different trade regimes and shows that trade integration can make specialization history-dependent even when sectors have the same long-run productivity potential. I develop a dynamic multisector general equilibrium model with heterogeneous entrepreneurs facing persistent productivity shocks. Financial frictions make firms' ability to expand depend on their wealth\, which connects sectoral production and growth to wealth distribution. In a closed economy\, relative prices respond to scarcity: initially disadvantaged sectors become more profitable and catch up with initially favored sectors.\nIn an open economy\, international markets limit this price response\; initially favored sectors accumulate more wealth and account for larger long-run shares of production. I implement a quantitative analysis using data from Peruvian firms\, households\, national accounts\, tariffs\, and international trade to quantify how initial wealth allocation shapes sectoral specialization and how domestic and foreign trade policies affect its persistence.

DESCRIPTION:The elasticity of taxable income (ETI) parameter is a key quantity in empirical analysis of tax policy and labor supply. We examine when a commonly applied class of ETI estimands can be used to learn about individuals’ ETI parameters and their (un)compensated elasticities of labor supply. We begin by providing necessary and sufficient conditions for these estimands to be given a causal interpretation as a positively weighted average of heterogeneous ETI parameters. We then apply these results to empirically analyze a reform of the Norwegian tax system that reduced the marginal tax rates on middle and high incomes. The estimated ETI parameters increase steadily with income\, meaning high-income individuals are more responsive to tax changes than middle-income individuals. Next\, we show how (un)compensated elasticities of labor supply can be bounded directly from the ETI estimands\, or point identified by combining these estimands with estimates of earnings responses to lottery winnings. The results suggest an (un)compensated elasticity of 0.1 (0.0) for middle-income individuals. The (un)compensated elasticity estimates increase steadily with income to around 0.45 (0.3) for high-income individuals. These findings imply a substantial excess burden of taxation\, and that reducing top-income tax rates would increase tax revenue. Our findings are also informative about how the intertemporal elasticity of substitution and the Frisch elasticity vary across the income distribution.

DESCRIPTION:This paper provides evidence that rising misallocation in the R&D sector con- tributed to the recent slowdown in U.S. productivity growth. I develop a growth accounting framework allowing for misallocation of R&D resources across firms cap- tured by wedges between their marginal costs and benefits of R&D. I show that R&D wedges can be measured from R&D returns and document large and persistent differ- ences in R&D returns across U.S.-listed firms. Combining data and model\, I estimate that frictions reduced productivity growth by 11% over 1975–2014 and that rising misallocation in the R&D sector accounts for 32% of the growth slowdown.

DESCRIPTION:This paper studies persuasive behavior when the sender can control both the information the receiver observes and the model through which it is interpreted (the narrative). Even when the receiver begins with a correctly specified model and understands the sender’s strategic incentives\, the sender can manipulate him and often secure her preferred action with probability one. The key mechanism highlights a strong complementarity between strategic communication of information and narratives\, allowing the sender to strictly outperform a Bayesian persuader with commitment power. We fully characterize the sender-optimal equilibrium for a broad class of information technologies. Softer information lowers the bar for full manipulation\, while harder information expands the set of environments where any manipulation is possible. The results provide a formal foundation for understanding the widespread success of disinformation.

SUMMARY:Workshop / Seminar:The Devil is in the Tail: Macroeconomic Tail Risk Expectations of Firms
DESCRIPTION:This paper examines novel survey evidence on firms’ beliefs about macroeconomic tail risk and their role in investment decisions. In a large survey of firms\, I elicit the subjective probability of a severe macroeconomic downturn and firms’ exposure to such events. Using observational and experimental variation\, I find that a higher probability of a severe macroeconomic downturn substantially lowers investment\, particularly for more exposed firms\, beyond what can be explained by changes in firms’ subjective first and second moments. In a heterogeneous firm model calibrated to the survey evidence\, tail risk concerns make fiscal policy particularly effective for stabilizing investment.

SUMMARY:Workshop / Seminar:Housing First or Treatment First? Evidence from the VA's Homelessness Programs
DESCRIPTION:Debates in homelessness policy often pit Housing First programs\, in which subsidized housing is offered unconditionally and immediately\, against Treatment First interventions\, which combine short-term housing with treatment for issues like substance use. I study a national sample of nearly 300\,000 unhoused\, mentally ill Veterans who are potentially eligible for the VA's Housing First program (known as HUD-VASH or VA Supportive Housing) or for a Treatment First program (offered by a variety of local contractors). Using an instrumental variables design\, I find that enrolling in Housing First reduces three-year mortality by 4.6 percentage points relative to a no-program counterfactual. In contrast\, Treatment First has no long-term effects on health. Housing First is also cost-saving\, as it causes individuals to substitute away from lengthy inpatient stays.

DESCRIPTION:We study panel data regression models when the shocks of interest are aggregate and there are omitted macro and micro-level shocks of any relative size. This speaks to a large empirical literature that targets impulse responses via panel local projections. We show how to interpret the estimated coefficients when responses are heterogeneous and that a simple recipe leads to uniformly valid inference over the macro–micro composition of the errors: including lags as controls and then clustering at the time level. Finally\, we use our methods to reassess the role of firm financial frictions in shaping the transmission of monetary policy.
