SUMMARY:Workshop / Seminar:Substitution and Income Effects of Labor Income Taxation
DESCRIPTION:The elasticity of taxable income (ETI) parameter is a key quantity in empirical analysis of tax policy and labor supply. We examine when a commonly applied class of ETI estimands can be used to learn about individuals’ ETI parameters and their (un)compensated elasticities of labor supply. We begin by providing necessary and sufficient conditions for these estimands to be given a causal interpretation as a positively weighted average of heterogeneous ETI parameters. We then apply these results to empirically analyze a reform of the Norwegian tax system that reduced the marginal tax rates on middle and high incomes. The estimated ETI parameters increase steadily with income\, meaning high-income individuals are more responsive to tax changes than middle-income individuals. Next\, we show how (un)compensated elasticities of labor supply can be bounded directly from the ETI estimands\, or point identified by combining these estimands with estimates of earnings responses to lottery winnings. The results suggest an (un)compensated elasticity of 0.1 (0.0) for middle-income individuals. The (un)compensated elasticity estimates increase steadily with income to around 0.45 (0.3) for high-income individuals. These findings imply a substantial excess burden of taxation\, and that reducing top-income tax rates would increase tax revenue. Our findings are also informative about how the intertemporal elasticity of substitution and the Frisch elasticity vary across the income distribution.

Please contact the Institute staff at humin@umich.edu to coordinate the registration process.*\n\nThe Creating Community Conference brings together artists and professionals from progressive art studios* across the United States and beyond\, along with professionals active in disability arts\, rights\, and theory\, to discuss best practices\, advocacy\, and the evolving landscape of art and disability. This annual event\, a Creative Growth initiative launched in Oakland\, CA in 2019\, aims to foster dialogue and collaboration around the importance of inclusive creative spaces for artists with developmental disabilities and mental health differences. \n\nThis year's conference will be hosted in Detroit and Ann Arbor Michigan\, and is locally organized and led by the Progressive Art Studio Collective (PASC)\, with support from the University of Michigan Institute for the Humanities\, and Library Street Collective. National administration and strategic support is being provided by Creative Growth\, in collaboration with the Progressive Art Studio Alliance (PASA). \n\nCCC7 invites both internal (studio staff and artists) and external (general public) audiences to engage with the art and practice of progressive art studios. DESCRIPTION:The LSA Mentorship Program brings together current LSA undergrads with LSA alums in a 1-1 match with the goal of supporting students as they activate the alum network in pursuit of their career development. \n\nThis interactive\, mandatory orientation is designed to help you feel supported and make the most of your mentoring relationship\, no matter where you are in your professional development. Together\, we’ll explore strategies for building a strong connection with your mentor\, using your goals and career interests as a guide. You’ll have the opportunity to begin crafting your personal goals for the year and then use those to complete the mentor “favoriting” process—helping us make the best possible match for you. You will also learn about the program structure and expectations\, and explore how the program can help you achieve your career goals. This retro card deck will teach you old-timey conversation skills to build connection faster\, facilitate authentic sharing\, and navigate differences gracefully. Not like any class you will find in a classroom\, the evening will be filled with lighthearted activities to practice the art of talking. Pizza will be served. Monday\, October 5th from 5-7pm in North Quad’s Space 2435.\n\n2) Pizza and Playdecks Come play The Pluralism Playdeck\, a low-key scaffolded card\ngame designed to allow university students to practice the soft skills they need to\nengage in compassionate and honest conversations about hot-button issues across\nideological and demographic differences.
