Many assume civil wars destroy state capacity. In the Democratic Republic of Congo and Libya, for instance, victorious rebels perpetuated state weaknesses. Yet elsewhere, like in China and Rwanda, they built strong, capable states. When Rebels Win argues that to explain varying post-victory governance we must look at rebel group ideologies: the ideas and goals around which a group is formed. Where a group's ideology falls along two key dimensions\u2014programmatic versus opportunistic, inclusive versus exclusive\u2014influences how it governs. Programmatic-inclusive groups seek to reach across territory and work with populations to implement goals, building the state to try to transform society. Opportunistic-exclusive groups, by contrast, prioritize personalized power and private wealth, neglecting statebuilding. Examining rebel victors in Nicaragua, Liberia, Uganda, and other cases in Africa and Asia, Thaler challenges accounts of rebel behavior and post-war governance emphasizing factors such as resource availability or international intervention, demonstrating the impacts of wartime rebel ideology and when civil war can, counterintuitively, lead to stronger states.\n\nAttend in person or via Zoom. In her role, she provides counseling, crisis intervention, care coordination, and psychosocial support to women and families navigating high-risk pregnancies and complex medical decisions, collaborating closely with multidisciplinary teams to ensure culturally responsive care. Davina earned her BA in International Studies from the University of Michigan, with a minor in Afro-American and African Studies in 2017, where she participated in the Global Scholars Program and attended the Forbes 30 Under 30 Conference in 2016. In this role, she supports the team\u2019s strategic planning and portfolio management efforts, with a focus on reducing mortality from childhood pneumonia in low- and middle-income countries. Prior to joining the foundation, she worked at the Centers for Disease Control and Prevention (CDC), serving as an Epidemiologist in the Division of Viral Diseases and later leading the Federal Retail Pharmacy Program for COVID-19 Vaccination. In her work within the Division of Viral Diseases, Angela supported the Advisory Committee on Immunization Practices in developing shingles vaccine policy and assisted with domestic outbreak responses for mumps, measles, and acute flaccid myelitis. During the COVID-19 response, Angela led the Federal Retail Pharmacy Program coordinating the distribution of COVID-19 vaccines to more than 40,000 pharmacies nationwide. Angela holds an MBA from the Goizueta Business School at Emory University and an MPH in Global Health from the Rollins School of Public Health at Emory University. She earned her undergraduate degree from the University of Michigan. Angela grew up in Boston and is relocating to Seattle from Atlanta. In 2023, she received a Masters of Gastronomy from the University of Gastronomic Sciences in Piedmont, Italy. There, she studied how international cultures are shared through mealtime traditions and how sustainable global food systems function in terms of both production and distribution. Porter, University of Utah", "event_type":"Lecture \/ Discussion", "event_type_id":"13", "description":"At the height of worker mobilization in revolutionary Mexico City some of the most combative workers were telephone operators. In this talk, Susie S. Porter takes us from switchboards to union halls, and into the streets as working women fought for better wages and against marriage bans, pregnancy discrimination, and sexual harassment.\n\nTelephone operators\u2019 struggles to defend their bodily autonomy were historically contingent and constructed through the material and discursive conditions of class. Countervailing practices of class distinction shaped women\u2019s capacity to speak and informed their activism. As languages of class circulated\u2013\u2013by management, organized labor, working men, and working women themselves\u2013\u2013working and middle- class identities were made and unmade. The success of organized labor hung in the balance.\n\nSusie S. Porter, Professor of History and Gender Studies at the University of Utah, is the author of two award-winning books: Workingwomen in Mexico City: Public Discourses and Material Conditions, 1879-1931 (University of Arizona Press, 2003); and, From Angel to Office Worker: Middle-Class Identity and Female Consciousness in Mexico, 1890-1950 (University of Nebraska Press, 2018). Spanish-language versions of both books were published by El Colegio de Michoac\u00e1n Press.\n\nHer forthcoming book is titled: Se\u00f1orita Telefonista: Sexual Harassment, Gender Discrimination, and Class Identities in Early Twentieth-Century Mexico City (University of Nebraska, 2026)\n\nPorter is also co-editor and contributor to 3 edited volumes and a documents reader in Mexican history.\u00a0Susie is a Member of the Mexican Academy of History (as Corresponsal Internacional). She has held residential fellowships at the Madrid Institute for Advanced Studies (2022-23) and L\u2019Institut d\u2019\u00c9tudes Avanc\u00e9es de Nantes, France (2023-24).\n\nShe serves as a country conditions expertise for asylum cases, was a co-founder of the Westside Leadership Institute (Spanish language version) and works as an organizer with the Salt Lake City Latinx community. She served as chair of the Gender Studies Division (2010-2020) and, since 2021, as director of the Center for Latin American Studies. Drawing on in-depth interviews with editors of four queer and feminist academic journals published in Turkey, I focus on how feminist and queer epistemic ecologies are sustained and expanded within and beyond academia, as well as on the challenges and vulnerabilities that shape these efforts.\n\nWomen\u2019s and gender studies (WGS) in Turkey\u2014rooted in the 1980s\u2014has long been mutually reinforcing with feminist and queer movements. The political-academic ethos cultivated by WGS within universities constitutes a key dynamic behind its targeting by various anti-gender actors, mechanisms, and procedures. I begin by tracing the trajectory through which anti-genderism in Turkish universities has shifted from being framed as a repressive politics to claiming a \u201cconstructive\u201d epistemology that nonetheless excludes queer and feminist knowledge. I then analyze how these journals sustain their feminist ethos and intellectual integrity through practices of scholarly community-building, as well as through financial, editorial, and epistemic strategies that strengthen feminist knowledge production and dissemination.
