She will cover the U.S. government agencies and international institutions responsible for setting environmental policies and adjudicating disputes in the civil aviation sector. She will also describe the \u201cbasket of measures\u201d through which the international aviation industry is working to reduce its carbon footprint. In particular, she will introduce the class to the International Civil Aviation Organization\u2019s 2016 agreement to limit GHG emissions through a carbon offsetting scheme (an agreement she helped negotiate while at the State Department), and examine the agreement\u2019s effectiveness and level of industry support. She will conclude with an assessment of how the U.S. government, with its \u201call of government\u201d approach to climate change, is tackling the problem in the aviation sector. \r\n\r\nAbout the speaker:\r\nJennifer Haverkamp is the Graham Family Director of U-M\u2019s Graham Sustainability Institute, a professor of practice at Michigan Law School, and a professor from practice at the Ford School of Public Policy. She also co-chaired President Schlissel\u2019s Commission on Carbon Neutrality. Professor Haverkamp previously served as the U.S. State Department\u2019s Ambassador and Special Representative for Environment and Water Resources, where in 2016 she led the successful negotiations of the International Civil Aviation Organization\u2019s landmark CORSIA agreement to control global greenhouse gas emissions and the Kigali HFC-phasedown amendment to the Montreal Protocol. Ms. Haverkamp also directed Environmental Defense Fund's International Climate Program, served as the Assistant U.S. Trade Representative for Environment and Natural Resources in the Executive Office of the President, and held posts at the Environmental Protection Agency and the Department of Justice. She has taught at Cornell Law School, George Washington University\u2019s law school and Johns Hopkins graduate school, and has served on USTR's Trade and Environment Policy Advisory Committee and a number of nonprofit boards. However, we still know little about how to design sustainability metrics that can move organizations towards better societal outcomes. Questions remain regarding the substantive areas of sustainability performance that should be measured, how data should be aggregated, and how metrics can be engineered to reduce greenwashing. In this paper, we propose a framework to assess corporate sustainability metrics based on the level of uncertainty associated with the effectiveness of the metric and its measurement. We consider whether the metric is measuring management processes or outcomes and discuss how the choice of metrics with lower uncertainty may hamper some types of greenwashing. We argue that organizations should use outcome metrics when uncertainty in measuring the performance outcome is low, and process-based metrics when the outcome is difficult to measure or the link between process and outcome is undetermined. When both types of uncertainty are high, it is unclear whether metrics should be used at all. We illustrate our framework with examples of corporate disclosure in the areas of social and environmental metrics.
