Institutions, or the “rules of the game”' that constrain and enable human behavior, are fundamental determinants of economic development and social well-being. Pioneering work in new institutional economics (NIE) has provided a macro level framework to analyze why institutions emerge, prevail, and change in societies. Using the conceptual apparatus of property rights, transaction costs, and incomplete contracts, this literature has answered foundational questions about organization of economies, bargaining in polities, and issues surrounding collective action and common-pool resource management. Recent scholarship in the new political economy (NPE) tradition has utilized agency theory to explain how micro-level details of political institutions - electoral rules, forms of government and democracy, political reservation and term limits - influence policy outcomes. A growing literature has extended these insights to climate related outcomes, documenting how political institutions shape deforestation, pollution, natural resource extraction, and climate change mitigation and adaptation.

In comparison to this literature linking institutions to policymaking and outcomes, less attention has been devoted to arrangements at the policy implementation stage i.e., public sector organizations, civil society and bureaucrats responsible for implementing policies. These “meso-organizations” that interpret, adapt, implement and enforce macro-level rules of the game in specific policy domains remain largely a black box in the economics literature. Emerging theoretical work in new public management (NPM) and a growing empirical literature has begun to open this black box, for example, studying how the selection, allocation, and incentives of bureaucrats shape public service delivery. From an empirical perspective, however, we know remarkably little about the role of these non-political actors in delivering environmental outcomes, and even less about how their institutional contexts (e.g., local ties, social proximity, and informational advantages) moderate these roles.

For this talk, we use a pair of case studies from India to draw on insights from NIE, NPE and NPM for delivering climate solutions. First, we briefly summarize a project examining if interventions by non-governmental organizations (NGOs) are often more effective than comparable efforts by other actors. Combining a stratified field experiment in India with a triple-differences estimation strategy, we show that a local NGO’s prior engagement with target communities increases the effectiveness of a technology-promotion intervention implemented by it by at least 30 percent.

Second, we describe in more detail how the assignment of individual bureaucrats to regions of work shapes policy outcomes. The Indian Forest Service, elite officers recruited by the central government and assigned to states for life, are responsible for conservation and the day-to-day management of India's forests, wildlife, and natural resources. We study whether and how assigning forest bureaucrats to work in their home regions of origin affects bureaucratic performance. We build a novel panel dataset on characteristics and work history of IFoS bureaucrats (using text-parsing techniques and link them to their performance measures at the officer-level and district-level i.e., forest administration units that they govern). Utilizing quasi-random variation in home state assignment generated by an allocation rule, we examine how the social proximity of forest bureaucrats in regions of their work shapes forest governance and conservation outcomes.

In conclusion, we make the case that institutions (governance, rules of the game, transaction) are vital, especially because formal contracts quite limited for implementation (‘post-contract’ adjustments) of policies, programs, and projects in the domain of climate solutions. The cases we present show that it is not just the quantity, but the micro-institutional type and nature of institutions that mater. In particular, we argue for more attention to civil society (and as such to social norms, intrinsic motivations, civic virtue), at least as a complement to state & markets.
In anticipation of Nigeria’s 2027 general election, the African Studies Center (ASC) is organizing “Nigeria’s 2027 Elections and the Future of Democracy in Africa: Film Screening and Panel Discussion.” The program will examine Nigeria’s democratic journey and prospects through a screening of *MKO*, a recently released documentary about the annulment of the 1993 presidential election and the military dictatorship that followed, followed by a featured panel discussion on nearly three decades of civilian rule.

The panel will feature Nigerian-American filmmaker and journalist Ose Oyamendan, who covered the 1993 election and participated in the protests that followed the annulment of its results, along with faculty and colleagues from Political Science, the Department of Afroamerican and African Studies (DAAS), and the African Studies Center. The discussion will invite panelists to reflect on the historical significance of the 1993 election, the evolution of Nigerian democracy since the transition to civilian rule, and the opportunities and challenges ahead. A dinner for the panelists will follow the program.

*MKO* (2026)
Documentary, 108 minutes (1 hour and 48 minutes)
Director: Ose Oyamendan

*MKO*, directed by Nigerian-American filmmaker Ose Oyamendan, explores the life, political struggle, and controversial death of Moshood Kashimawo Olawale Abiola, popularly known as M. K. O. Abiola.

Chief Moshood Kashimawo Olawale Abiola, GCFR, was a Nigerian business magnate, publisher, philanthropist, and politician. In June 1993, he ran for president and won an election widely regarded as free and fair, but Nigeria’s military government annulled the results. The annulment prompted nationwide protests, the extrajudicial killing of protesters, and the detention of activists, including Abiola. He later died in military custody on July 7, 1998, under controversial circumstances. His death helped catalyze the dismantling of military rule and Nigeria’s return to civilian democratic governance.

Panel Discussion:
Ose Oyamendan, Nigerian-American journalist and filmmaker

Omolade Adunbi, ASC Director and Professor of Afroamerican and African Studies/Anthropology/Law, University of Michigan

Jenna Bednar, Professor of Political Science, University of Michigan

Adrian Deese, Assistant Professor of Afroamerican and African Studies, University of Michigan

Ji Yeon (Jean) Hong, Associate Professor of Political Science and Korea Foundation Professor of Korean Studies, University of Michigan

Bios:

Ose Oyamendan is a Nigerian-American filmmaker based between Los Angeles, Lagos, and London. His debut feature is the critically acclaimed and award-winning documentary *Aswat Acherim*, which explores unlikely war zone friendships between residents of Sderot, an Israeli village, and their neighbors in Gaza. His sophomore film, *MKO*, debuted to critical acclaim at the 2026 Sheffield International Documentary Film Festival. Since graduating with an MFA, Ose has directed a few dozen commercials, short films, and documentary films in the USA, Africa, Europe, and the Middle East. He is an award winner at Tribeca, Rome, and Houston Worldfest film festivals. His projects have been shown all over the world in theaters, on television, and on streaming platforms.

Omolade Adunbi is a political and environmental anthropologist and professor of Afroamerican and African Studies in the Department of Afroamerican and African Studies (DAAS). His research examines the dynamics of power, natural resource extractive practices, governance, human and environmental rights, culture, transnational institutions, multinational corporations, and the postcolonial state.

Adrian M. Deese is an assistant professor of Afroamerican and African studies at the University of Michigan. He completed a PhD in religious studies at the University of Cambridge in England. His research focuses on religious diversity and interreligious dialogue in nineteenth-century West Africa.

Ji Yeon (Jean) Hong is an Associate Professor of Political Science and Korea Foundation Professor of Korean Studies. Her research centers on the political economy of authoritarianism, with a regional focus on East Asia. She is particularly interested in the institutional legacies of colonialism and authoritarian rule.

Co-sponsors: Donia Human Rights Center, Center for Emerging Democracies, Center for Democracies and Civic Empowerment, Department of Afroamerican and African Studies

- - - -

If there is anything we can do to make this event accessible to you, please contact us.
Inflammation-on-a-Chip: Redefining How We Study Immune Responses
Abstract:

The innate immune response must coordinate diverse cell populations to eliminate pathogens, heal wounds, and maintain tissue homeostasis. This coordination depends on dynamic communication between immune cells and their surrounding tissue environment, yet even subtle disruptions in these interactions can drive chronic inflammation and contribute to diseases including cancer, cardiovascular disease, fibrosis, and autoimmunity. As immunotherapies continue to transform the treatment of disease, a central challenge remains: understanding how innate immune cells integrate complex environmental cues to execute precise, context-dependent functions.

A major obstacle to answering this question has been the lack of experimental models that recapitulate the human inflammation microenvironment. Conventional in vitro systems often fail to capture the three-dimensional architecture of tissues or critical multicellular interactions that shape immune responses in vivo. In this seminar, I will present our research investigating cell-cell interactions using our “inflammation-on-a-chip” microphysiological system with a focus on critical signaling between myeloid cells, neutrophils, and the vascular endothelium.

Bio:
Laurel Hind is an Assistant Professor in the Department of Chemical and Biological Engineering at the University of Colorado – Boulder. She received her BS in Chemical and Biological Engineering from the University of Wisconsin – Madison in 2009 and her PhD in Bioengineering from the University of Pennsylvania in 2015 before beginning her postdoc at University of Wisconsin – Madison. She joined the faculty at the University of Colorado – Boulder in January 2020. Her research group is broadly interested in using engineered devices to understand how diverse signals in the tissue microenvironment regulate the innate immune response. She received an NIGMS R35 Early Investigator MIRA award in 2021, was awarded an NSF CAREER award in 2025, and was named a CMBE Rising Star in 2025.",
