The second CREES/Ford U.S.-Russia Future Leaders Professional Development Workshop will be led by Tinatin Tsertsvadze, policy analyst at the Open Society European Policy Institute. Participants must be current U-M students and will be admitted, space pending, beginning January 11.

In October 2020, Ukraine’s Constitutional Court ruled that the country’s National Agency on Prevention of Corruption (NAPC) could no longer publish the electronic asset declarations of government officials. The court also struck down the imposing of criminal liability on government officials who provide false information on these asset declarations. The court’s decision represents a significant setback for government transparency advocates. The ruling may also negatively impact Ukraine - EU relations.

This workshop will have students analyze the role that international non-governmental organizations (NGOs) can play in raising awareness of, and advocating for, increased government transparency in Ukraine. During the workshop, students will consider the practical steps NGOs can take to obtain buy-in from both Ukraine-based civic organizations and EU policymakers to advance anti-corruption efforts.

Tinatin Tsertsvadze, a policy analyst at the Open Society European Policy Institute, will lead this workshop. She is an expert on human rights and rule of law policy in the European Union, Eastern Europe and Eurasia. Before joining the Open Society European Policy Institute, she worked at the Human Rights and Democracy Network and the Foundation for International Relations and Foreign Dialogue.

Participating students must agree to complete select readings and a brief writing assignment prior to the workshop session. More details will be provided upon registration.

Secretary of State Madeleine Albright stated in 1998 that one of her “most important jobs is to call attention to the dangers that still confront us and to the direct connection that exists between the success or failure of our foreign policy and the day-to-day lives of the American people.” In my talk, I will explore the presence and impact of race relations on U.S. foreign policy and U.S. actions at home. I will speak to these issues through the lens of the diplomatic profession, including through the unique challenges and experiences I faced as a Black woman, and first U.S. ambassador to the world’s newest independent nation, the Republic of South Sudan, serving under the first Bi-racial American President of the U.S.

Ambassador (ret.) Susan D. Page possesses deep expertise in international relations, particularly in Africa, excellent French language skills, and the political, legal and analytical acumen of a Harvard-trained lawyer – her first career.

Page was sworn in as ambassador to the Republic of South Sudan on November 16, 2011. Following her historic tenure as the first U.S. ambassador to the world’s newest nation, she served as Acting Permanent Representative to the African Union and the UN Economic Commission for Africa and Chargé d’Affaires, a.i., to the U.S. Mission to the African Union in Addis Ababa, Ethiopia, and later chaired the U.S. Government’s multi-agency Security Governance Initiative (SGI) team for Ghana. Among her numerous positions in international affairs, Ambassador Page was Special Representative of the Secretary-General (SRSG) to Haiti, the UN Secretary-General’s Special Adviser on Rule of Law, Global Focal Point (GFP) Review Implementation, deputy assistant secretary of State for African Affairs covering Central Africa, Southern Africa and Sudan, and Legal and Political Adviser to the Horn of Africa’s Intergovernmental Authority on Development (IGAD) Secretariat for Peace in Sudan where she co-drafted essential elements of the 2005 Comprehensive Peace Agreement (CPA) for Sudan. In addition, she was Director of the Rule of Law and Corrections Advisory Unit of the UN Mission in Sudan (UNMIS), Regional Director for Southern and East Africa at the National Democratic Institute (NDI) in Washington, DC, and senior legal expert in Rwanda and Sudan for the United Nations Development Programme (UNDP). Ambassador Page is the recipient of several top awards from the State Department for her work on Sudan, South Sudan and the Great Lakes region of Africa, including the Sue M. Cobb Award for Exemplary Diplomatic Service for “leading the U.S. Mission to South Sudan under extremely challenging circumstances and advancing the President’s goals.”

Ambassador Page is a member of The Carter Center Board of Trustees and an elected member of the American Academy of Diplomacy (AAD). She serves as a board member of Road Scholar, is on the Advisory Council of the United Nations Association of the National Capital Area (UNA-NCA) and on the Advisory Board of the Kellogg Institute for International Studies. She is a member of the Association of Black American Ambassadors and numerous other professional organizations.

In August of 2020, Page joined the faculty at the University of Michigan as Professor of the Practice of International Diplomacy at the Gerald R. Ford School of Public Policy with a concurrent appointment as Professor from Practice at the University of Michigan Law School. She is also assisting with the growth of U-M’s Weiser Diplomacy Center. Ambassador Page was a Visiting Professor of the Practice at the Keough School of Global Affairs at the University of Notre Dame in 2019-2020.

Ambassador Page began her foreign affairs career at the U.S. Department of State in 1991 as attorney-adviser for Politico-Military Affairs in the Office of the Legal Adviser following the conclusion of her Rotary International Postgraduate Fellowship to Nepal where she conducted research on women’s and children’s rights. Page was also a foreign service officer/regional legal adviser for East and Southern Africa for USAID, based in Kenya and Botswana, and political officer in Rwanda.

Originally from the Chicago area, Ambassador Page received her *Juris Doctor (JD)* from Harvard Law School, her A.B. in English *With High Distinction* from the University of Michigan, and Certificates of Distinction (English) and Merit (Psychology) from the University of St. Andrews in Scotland before attending law school. She loves learning about other cultures, traveling, and playing euchre.

Monica Hakimi, the James V. Campbell Professor of Law, teaches and writes in the fields of public international law and U.S. foreign relations law. Her research ties together doctrine and theory to examine how international law operates and adapts to contemporary challenges, particularly in the areas of human and national security.

Professor Hakimi earned her JD from Yale Law School and her BA, summa cum laude, from Duke University. After law school, she clerked for The Hon. Kimba Wood of the U.S. District Court for the Southern District of New York and then served as attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State. While at the State Department, she counseled policymakers on nuclear nonproliferation, efforts to reconstruct Iraq immediately after the 2003 war, international investment disputes, and international civil aviation. She also served as counsel before the Iran-U.S. Claims Tribunal and worked on cases before the International Court of Justice and U.S. federal courts and agencies.

Between 2013 and 2016, Professor Hakimi was the associate dean for academic programming at Michigan Law. She currently is a contributing editor of EJIL Talk!, the blog that is affiliated with the European Journal of International Law. She also serves on the board of editors of the American Journal of International Law, the executive council of the American Society of International Law, and the advisory board for the Institute of International Peace and Security at the University of Cologne, Germany.

Ms. Brown is a 2020-2021 Hauser Leader at the Center for Public Leadership and a 2020-2021 American Democracy Fellow at Harvard’s Charles Warren Center for Studies in American History. Throughout the 2020 U.S. election, Ms. Brown led the We Got the Power bus tour across the U.S. South to register people to vote and galvanize Black voter participation. In a recent interview, Ms. Brown said “We wanted people, we wanted Black voters in particular, to feel a sense of their power and their agency, and in spite of all odds, what we could do in pushing this country forward.

Ms. Brown is also an award-winning thought leader, social strategist, philanthropic consultant, jazz singer, and catalyst for change. As co-founder of the Black Voters Matter Fund, Ms. Brown is dedicated to increasing the political power of Black people. She has more than twenty years of experience working in the non-profit and philanthropy sectors on issues related to political empowerment, social justice, economic development, leadership development, wealth creation and civil rights. A regular contributor to The New York Times and a fellow at the Institute of Politics at Harvard’s Kennedy School of Government, Ms. Brown is a recipient of the 2010 White House Champions of Change Award, 2006 Spirit of Democracy Award, and the Louis Burnham Award for Human Rights.

She will share thoughts on her lecture, “The Death of Democracy: Voter Suppression in the 21st Century,” and she will discuss how storytelling and strategic messaging can build political power. The role of women, young voters, and people of color in American politics will be a key area of discussion as it relates to civic engagement protests and student activism.

Please join us for MUSE 2021's kick-off keynote speaker, Jeremy Orr, Esq.

Jeremy Orr is a Senior Attorney for the Natural Resources Defense Council who focuses on drinking water and source water protection issues, working to ensure that everyone has access to safe, sufficient, and affordable drinking water. With a background in grassroots community organizing and public interest law, Orr most recently served as the national state program director for the Peoples Climate Movement and as an environmental justice coordinator for the Transnational Environmental Law Clinic. Orr holds a bachelor’s, master’s, and law degree from Michigan State University.

Keynote Presentation Abstract: At their core, sustainability, environmental protection, and conservation should all be rooted in policies that seek to advance environmental and public health. Yet, there are times when those policies not only fall short of those goals, but also result in disproportionate impacts on the most vulnerable populations —namely, Black, Brown, and Indigenous people. Since policies are man-made, it is critical that we as professionals in the field constantly take stock of our racial biases and how those biases manifest in our work. In my keynote, I will explore the presence of environmental injustice, racism, and implicit bias in our work and how we can prevent, remedy, and reconcile those harms moving forward.

One of the most striking trends of modern authoritarianism is the extent to which power has been consolidated through law. In this seemingly legalistic world order, courts have unsurprisingly emerged as a prominent forum to adjudicate conflict and contest power. When courts become sites of autocratic contestation, the proceedings which ensue often bear little resemblance to the conduct of courts in functioning democracies. This is especially true wherever autocrats invoke judicial procedures for repressive ends, a practice sometimes referred to as "persecution through prosecution.” Yet, the judicial dimensions of repression are largely underappreciated despite the far-reaching implications of using law and courts to facilitate oppressive outcomes. In this talk, Shen-Bayh will address questions focused directly on the role that courts play in strategies of autocratic survival: why do autocrats bother holding a political trial when the outcomes are assumed to be known from the start? What are the goals of going to court and by what mechanisms are these goals achieved? Do autocrats face risks by going to court, and if so, how do they ensure that proceedings go as planned? To answer these questions, she develops a theoretical framework that centers around the disciplinary dimensions of autocracy, or how the process of punishment can be institutionalized in autocratic courts. She evaluates her theory in the context of postcolonial autocratic regimes across sub Saharan African cases.

Fiona Shen-Bayh is an assistant professor of government and data science at the College of William & Mary and an affiliated researcher at the University of Bergen. She earned her PhD and MA in political science from the University of California, Berkeley and her BA in economics from Vassar College. From 2018-19, she was a postdoctoral fellow at the Weiser Center for Emerging Democracies at the University of Michigan. Her research focuses on the role that law and courts play in defending and upholding autocratic rule, and has been supported by the National Science Foundation and the Institute of International Studies at the University of California, Berkeley and published in *World Politics*. Her current book project examines why autocrats use courts to repress and the ramifications of such strategies on autocratic survival in the Global South. Focusing on sub-Saharan Africa, her work draws on a mixed-methods approach that combines qualitative and quantitative analyses and leverages a variety of data science tools.

As a Celebrity Assistant, Consultant and Tour Manager, Heather works with some of the world’s top classical music and theater stars, including Broadway legend Audra McDonald. Before establishing her own business in 2005, Heather worked in New York for six years as the Director of Artist Services in the Vocal Division of IMG Artists, the premier classical music management agency. A geographical change prompted Heather to consider a potential career shift. She recognized that artists at the highest level of their craft needed more direct support and she started her business to provide these services. In 2019, Musical America recognized Heather as a “Professional of the Year” for having created a unique business and for being an industry innovator, independent thinker and entrepreneur. Heather graduated from the University of Michigan with a Bachelor of Arts where she double majored in Music and Economics.

About Seth Gladstein

Seth is a medical malpractice and trial lawyer in Louisville, Kentucky. Seth is AV-rated by Martindale Hubbell and has been selected as a Kentucky Super Lawyer for six consecutive years. While at Michigan, Seth majored in Political Science, and served on the LSA Student Government during his junior year. He interned for one of Kentucky’s United States Senators in Washington, D.C and after graduating from Michigan in 1997, taught English in Prague, Czech Republic. Seth received his J.D. from Chicago-Kent College of Law in 2001 and practiced medical malpractice defense for four years in New York City before returning home to Louisville. In 2011, Seth opened his solo practice, which has a singular focus of giving a voice to injury and malpractice victims throughout the Commonwealth of Kentucky. In January 2022, Seth will begin his term as President of the Louisville Bar Association.

The goal of WeListen discussions is not to debate or argue, but to understand the views and values of others and to learn from their perspectives. The session will begin with a brief content presentation to provide a basic understanding of the topic. No specific level of knowledge is required to participate in WeListen discussions.

By participating in WeListen sessions, staff members will:
- Expand understanding of a prominent political topic
- Practice discussing difficult topics with others,
- Gain openness to new ideas and perspectives,
- Learn to productively challenge an idea, and

Karima Bennoune, Martin Luther King, Jr. Professor of Law, University of California Davis; Visiting Professor of Law, University of Michigan Law School; UN Special Rapporteur on Cultural Rights

Karima Bennoune holds the Homer G., Angelo and Ann Berryhill Endowed Chair in International Law and is a Martin Luther King, Jr. Professor of Law at the University of California, Davis, School of Law. During academic year 2021-21, she will be a visiting professor at the University of Michigan Law School. She has served as the United Nations Special Rapporteur in the field of cultural rights since November 2015. In 2017, she served as an expert in the reparations phase of the groundbreaking Al Mahdi Case before the International Criminal Court concerning intentional destruction of cultural heritage in Mali. A former Legal Advisor for Amnesty International, her field missions throughout her career have included Afghanistan, Bangladesh, Cyprus, Egypt, Lebanon, Mali, Malaysia, Maldives, Niger, Pakistan, Poland, Serbia and Kosovo, Southern Thailand, Tunisia and Tuvalu. Her book, “Your Fatwa Does Not Apply Here: Untold Stories from the Fight Against Muslim Fundamentalism,” which recounts the stories of people of Muslim heritage working against extremism, won the 2014 Dayton Literary Peace Prize. The TED talk based on the book has been viewed by over 1.5 million people. Professor Bennoune serves on the scholar advisory board for Muslims for Progressive Values.

Fionnuala Ní Aoláin, Regents Professor and Robina Professor of Law, Public Policy and Society, University of Minnesota Law School; Professor of Law, Queens University, Belfast, Northern Ireland; UN Special Rapporteur on the Protection and Promotion of Human Rights while Countering Terrorism

Professor Fionnuala Ní Aoláin is concurrently Regents Professor and Robina Professor of Law, Public Policy and Society at the University of Minnesota Law School and Professor of Law at the Queens University, Belfast, Northern Ireland. She has previously taught or held visiting positions at Harvard Law School, Columbia Law School, Princeton University, and the Hebrew University of Jerusalem. Professor Ní Aoláin is the recipient of numerous academic awards and honors including the Leverhulme Fellowship, British Academy Awards, Fulbright scholarship, the Alon Prize, the Robert Schumann Scholarship, a European Commission award, and the Lawlor fellowship. She is an elected fellow of the Royal Irish Academy. She has published extensively in the fields of emergency powers, counter-terrorism and human rights, conflict regulation, transitional justice and sex based violence in times of war. Her book Law in Times of Crisis (CUP 2006) was awarded the American Society of International Law’s preeminent prize in 2007 - the Certificate of Merit for creative scholarship and her published work has been extensively recognized for its path-breaking contributions and its rigor. Andrea Prasow, deputy Washington director, at Human Rights Watch, conducts advocacy before the US government on global human rights issues, with a particular focus on national security and foreign policy. Prasow frequently appears on domestic and international radio and television, and has published in a wide range of print and online media outlets, including Politico, The Hill, and Foreign Policy.

Prior to joining Human Rights Watch, Prasow was a defense attorney with the Office of Military Commissions. She served as assistant counsel for Salim Hamdan in the only contested military commission trial to date. Prasow was previously an associate at a New York law firm where, in addition to representing large corporations in complex civil litigation she served as habeas counsel for ten Saudi detainees at Guantanamo. Andrea holds an Honors B.A. from the University of Toronto in political science and a J.D. from Georgetown University Law Center. She is admitted to practice in the State of New York and the District of Columbia.

Bruno Simma Collegiate Professor of Law, University of Michigan Law School; Director, Donia Human Rights Center, University of Michigan

Steven Ratner is the Bruno Simma Collegiate Professor of Law at the University of Michigan Law School and the Director of the University of Michigan’s Donia Human Rights Center. His research addresses a range of public international law issues, including the normative orders concerning armed conflict, regulation of foreign investment, individual and corporate accountability for human rights violations, and the intersection of international law and global justice. He has served on two expert panels of the UN Secretary-General addressing post-conflict justice in Cambodia and in Sri Lanka and is a member of the U.S. Department of State Advisory Committee on International Law. A former member of the Board of Editors of the American Journal of International Law, he is also a member of the international Working Group on Business and Human Rights Arbitration, which is promoting arbitration as a way to provide a remedy for human rights violations by business entities. His most recent book is The Thin Justice of International Law: A Moral Reckoning of the Law of Nations, issued by Oxford University Press in 2015. The fifth edition of his casebook, International Law: Norms, Actors, Process (Kluwer Law, with Jeffrey Dunoff and Monica Hakimi), was published next year.

The Weiser Center for Europe and Eurasia welcomes the President of Latvia, Egils Levits, to the University of Michigan on September 23. President Levits will participate in a conversation with Professors Daniel Halberstam and Geneviève Zubrzycki.

Egils Levits has held the office of the Presidency of Latvia since July 2019 and has been involved in politics his entire life. His parents were expelled from Latvia in 1972 for dissident activities and moved the family to Germany, where Levits obtained degrees in law and political science from the University of Hamburg. He returned to Latvia in 1990 and co-authored the Declaration "On the Restoration of Independence of the Republic of Latvia." Levits has held many other key offices, including Vice-Prime Minister and Minister for Justice, and has served as Latvia’s ambassador to Hungary, Austria, and Switzerland. He was the first Latvian judge at the European Court of Human Rights, and was a Judge of the European Court of Justice from 2004-2019. He visited the University of Michigan Law School in 2017 as a member of the Court of Justice of the European Union delegation.

Daniel Halberstam is Eric Stein Collegiate Professor of Law and director of the European Legal Studies Program at the University of Michigan Law School. An expert on constitutional law and federalism, and one of the principal architects of the theory of constitutional pluralism, he writes more generally about comparative public law and legal theory.

Geneviève Zubrzycki is professor of sociology and director of the Weiser Center for Europe and Eurasia. Zubrzycki is a comparative-historical and cultural sociologist who studies national identity and religion, collective memory and national mythology, and the contested place of religious symbols in the public sphere.

About Joey:

Joey Litman (Political Science '03) lives in Brooklyn, NY and works as general counsel and SVP of Operations at H1, a healthtech startup whose platform connects the healthcare ecosystem. Joey is responsible for all legal functions, including contracting, intellectual property, data security, corporate governance, fundraising, employment, international growth, and litigation. Before joining H1, Joey worked as associate general counsel at Aterian.io, a tech-enabled consumer-products company, and was earlier a litigation associate at Winston & Strawn. While at Winston, Joey led all aspects of litigation and counseled clients in white-collar investigations. His work included representing the victorious plaintiffs class in Jenkins v. NCAA, a landmark trial that held NCAA compensation restraints illegal, and numerous NFL players, including Tom Brady in the "Deflategate" case. His first legal job was serving as a law clerk in the U.S. Bankruptcy Court for the District of Arizona. Before attending law school, Joey worked in New York state politics and public relations.

Hardy Vieux, MPP ’97, serves as Kids in Need of Defense’s (KIND) chief of staff. In that role, he aligns vision, strategy, and tactics in an organization dedicated to addressing the legal and psychosocial needs of migrant children. Hardy endeavors to harness time, information, and decision processes to enable KIND to focus on zealously advocating for the rights of refugee and immigrant children.

Prior to joining KIND in May 2021, Hardy served as the senior vice president, legal, at Human Rights First, where he led the organization’s pro bono asylum representation team and its impact litigation efforts, having started that work in 2018.

Since January 2017, Hardy has also served as a Towsley Foundation Policymaker in Residence at the University of Michigan’s Gerald R. Ford School of Public Policy. In that role, Hardy teaches a fall semester, graduate-level human rights law seminar at the policy school.

In 2014, Hardy served as a policy fellow with Save the Children in Jordan, focusing on the problems of safeguarding and educating Syrian refugee children. Prior to living in the Middle East, he was in private legal practice focused on white collar criminal defense and complex civil trials. While in private practice, Hardy handled numerous pro bono matters, from litigation stemming from the abuses at the Abu Ghraib prison in Iraq to juvenile detention impact litigation and asylum representation.

Before moving to private practice, Hardy was a criminal appellate defense counsel in the United States Navy’s Judge Advocate General’s Corps, where he served as counsel on a death penalty case and national security matters, among others. Since leaving the JAG Corps, Hardy has served on the board of the National Institute of Military Justice, a nonprofit dedicated to the fair administration of justice in the armed forces.

Hardy is a 1997 graduate of the University of Michigan’s Gerald R. Ford School of Public Policy and Law School, where he served as a co-founder and editor-in-chief of the *Michigan Journal of Race & Law*. He earned his Bachelor of Arts in Public Policy Studies from Duke University, later serving on the board of visitors of the university’s public policy school.

Much attention has been paid to the risk artificial intelligence poses to employment, particularly in low-wage industries. The question has invited well-placed concern from policymakers, as the prospect of millions of low-skilled workers finding themselves suddenly without employment brings with it the potential for tremendous social and economic disruption. Long-haul truck driving is perceived as a prime target for such displacement, due to the fast-developing technical capabilities of autonomous vehicles (many of which lend themselves to the specific needs of truck driving), characteristics of trucking labor, and the political economy of the industry. In most of the public rhetoric about the threat of the self-driving truck, the trucker is seen as a displaced party. He is displaced both physically and economically: removed from the cab of the truck, and from his means of economic provision. The robot has replaced his imperfect, disobedient, tired, and inefficient body, rendering him redundant, irrelevant, and jobless. But the reality is more complicated. The intrusion of automation into the truck cab certainly presents a threat to the trucker, but the threat is not solely or even primarily experienced, as it is so often described, as displacement. The trucker is still in the cab, doing the work of truck driving—but he is joined there by intelligent systems that monitor his body directly. Hats that monitor his brain waves and head position, vests that track his heart rate, cameras trained on his eyelids for signs of fatigue or inattention: these systems flash lights in his face, jolt his seat, and send reports to his dispatcher or even his family members should the trucker’s focus waver. As more trucking firms integrate such technologies into their safety programs, truckers are not being displaced by intelligent systems so much as they are experiencing the emergence of intelligent systems as a compelled hybridization, a very intimate incursion into their work and bodies. This paper considers the dual, conflicting narratives of job replacement by robots and of bodily integration with robots, to assess the true range of AI's potential effects on low-wage work.

Karen Levy is an Assistant Professor of Information Science at Cornell University and Associated Faculty at Cornell Law School. She is a sociologist and lawyer whose research focuses on legal, social, and ethical dimensions of data-intensive technologies.

Social media have been repeatedly shown to harbor white supremacist networks, enabling far-right extremists to find one another, recruit and radicalize new members, and normalize their hate. In order to address the problem of white supremacist speech on social media, platforms must first be able to identify it.

In this talk, Libby Hemphill will present research to understand what white supremacist speech looks like, especially how it’s different from general or commonplace speech, and to determine whether white supremacists try to adapt to avoid detection from social media platforms’ current content moderation systems.

On October 7th, Poland's Constitutional Tribunal ruled that key articles in the Treaty on European Union are incompatible with the Polish constitution. The ruling set off a confrontation between Poland and the EU, large protests in Poland, and general fears both in Poland and Brussels that Poland is moving toward a "Polexit." Is it? The Intergovernmental Panel on Climate Change (IPCC) was founded in 1988 to provide scientific background for the 1992 UN Framework Convention on Climate Change. Since then, it has published six major assessment reports. The Sixth Assessment, released in August 2021, prompted the UN Secretary-General to call it a “code red for humanity.” As one of 234 Lead Authors of the IPCC Sixth Assessment’s physical science report, I will present some of its main conclusions. We’ll dive below the level of headline statements to examine some major scientific innovations since the last IPCC report in 2013. I’ll talk about my personal experience of the 3-year assessment process, including the most intensive peer review in the history of science. Finally, I will talk about how peer review in the IPCC reflects the changing status of peer review in general.

Paul N. Edwards is William J. Perry Fellow in International Security at the Center for International Security and Cooperation, Director of the Program on Science, Technology & Society at Stanford University. and Professor of Information and History (Emeritus) at the University of Michigan. Edwards is the author of A Vast Machine: Computer Models, Climate Data, and the Politics of Global Warming (MIT Press, 2010), The Closed World: Computers and the Politics of Discourse in Cold War America (MIT Press, 1996) and co-editor of Changing the Atmosphere: Expert Knowledge and Environmental Governance (MIT Press, 2001), as well as other books and numerous articles. He edits the MIT Press book series, Infrastructures, and co-directs the Stanford Existential Risks Initiative. Edwards served as one of 234 lead authors for the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (Working Group I), released in August 2021.
