The Interdisciplinary Workshop on American Politics (IWAP) is a forum for the presentation of ongoing interdisciplinary research in American politics. Most of our presentations are given by graduate students. Each graduate student presenter is assigned a faculty and student discussant. IWAP circulates the work beforehand and the student presents it briefly at the start of the meeting. After discussant feedback, the bulk of the time is reserved for group discussion among all workshop participants. This format leads to informal yet highly interactive and productive conversations.

The Blessings of Multiple Causes (Joint with Yixin Wang)

ABSTRACT: Causal inference from observational data is a vital problem, but it comes with strong assumptions. Most methods require that we observe all confounders, variables that affect both the causal variables and the outcome variables. But whether we have observed all confounders is a famously untestable assumption. We describe the deconfounder, a way to do causal inference with weaker assumptions than the classical methods require.

How does the deconfounder work? While traditional causal methods measure the effect of a single cause on an outcome, many modern scientific studies involve multiple causes, different variables whose effects are simultaneously of interest. The deconfounder uses the correlation among multiple causes as evidence for unobserved confounders, combining unsupervised machine learning and predictive model checking to perform causal inference. We demonstrate the deconfounder on real-world data and simulation studies, and describe the theoretical requirements for the deconfounder to provide unbiased causal estimates.

David works in the fields of machine learning and Bayesian statistics.

The goal of the Interdisciplinary Seminar in Quantitative Methods is to provide an interdisciplinary environment where researchers can present and discuss cutting-edge research in quantitative methodology. The talks are aimed at a broad audience, with emphasis on conceptual rather than technical issues. The research presented is varied, ranging from new methodological developments to applied empirical papers that use methodology in an innovative way. We welcome speakers and audiences from all disciplines and fields, including the social, natural, biomedical, and behavioral sciences.

Party leaders are seen as the face and central control of a political party’s agenda (also possibly the legislature). This asks the question, with all this power why would a leader ever relinquish their position? Little work has looked comparatively at why leaders step down from office due to data limitations. We contribute to the literature on party politics and leader tenure by providing a new dataset of leadership changes in advanced industrial democracies from 1960-2017. This dataset includes approximately 1,400 party leaders, and it codes why leaders step down using primary and secondary sources. With these original data, we investigate the drivers of leadership change across time and space. We find that electoral loss and intra-party ousting are the most common forms of leadership change, suggesting that voters and party members have effective power to check leaders. Even though we analyze cases with different party systems and institutions our findings suggest similar outcomes. A leader’s survival is contingent on party member and voter support. We test the relationship between vote loss, incumbency status, and leadership change to understand the role of external drivers on party organization. This new data provides a unique tool for understanding party organization more broadly.

Julia Maynard is a PhD Candidate in the Department of Political Science at the University of Michigan. She studies party politics and voting behavior mostly within the context of European Politics. Her interests are within the dynamics of mainstream parties and niche parties- how these parties react to each other as well as reasons why voters would choose one over the other.

We study the causal effect of firms' lobbying activities on the misallocation of resources through the distortion of firm size. To address the endogeneity between firms' lobbying expenditure and their size, we propose a new instrument. Specifically, we measure firms' political connections based on the geographic proximity between their headquarter locations and politicians' districts in the U.S., and trace the value of these networks over time by exploiting politicians' assignment to congressional committees. We find that a 10 percent increase in lobbying expenditure leads to a 3 percent gain in revenue. To investigate the macroeconomic consequences of these effects, we develop a heterogeneous firm-level model with endogenous lobbying. Using a novel dataset that we construct, we document new stylized facts about lobbying behavior and use them, including the one from the instrument, to estimate the model. Our counterfactual analysis shows that the return to firms' lobbying activities amounts to a 22 percent decrease in aggregate productivity in the U.S.

In Song Kim's research interests include International Political Economy, Formal and Quantitative Methodology.

One of the defining features of W.E.B. Du Bois’s career in the 1940’s was his return to the NAACP and subsequent participation at the United Nations Conference on International Organization (UNCIO) from April to June of 1945 as a consultant to the United States delegation. This essay traces Du Bois’s transnational democratic thought during his work with the UN and the NAACP in the 1940s and beyond. Pushing against nation-centered framings of Du Bois’s democratic politics that place the problem of racial equality within the nation, I explore how Du Bois used the language of “colonial status” and “colonial peoples” to connect domestic racial hierarchies in the United States to colonial hierarchies abroad. Focusing on unpublished speeches, essays, and correspondence, I argue that Du Bois exploits the conceptual elasticity of terms like “colonialism” and “colony” in order to build a transnational majority on a global scale, constituting what he would call in an unpublished 1935 essay, “a pragmatic program for a dark minority.” The conceptual capaciousness of the term “colony” allows Du Bois to connect disparate forms of domination across boundaries of race, nation, and empire, thus binding colonial and semi-colonial peoples together in a common program of international action. The fruition of these efforts, I argue, is Du Bois’s 1948 petition to the United Nations, An Appeal to the World. Through distinct rhetorical strategies and the appropriation of international legal discourse, Du Bois contests the bifurcation of domestic and international politics and expands the spatial scale of democracy by placing civil rights struggles in imperial context.

Adam Dahl's research and teaching interests are in American political thought, democratic theory, the politics of race and indigeneity, and political theories of empire and colonialism. His first book, Empire of the People: Settler Colonialism and the Foundations of Modern Democratic Thought (University Press of Kansas, 2018), examines the constitutive role of settler colonialism in shaping modern norms of democratic legitimacy. His current project, tentatively titled Transnational Democracy in the Americas, explores the interconnected dynamics of internationalism, anti-imperialism, and transnational citizenship in the American democratic tradition, focusing on the political thought of Ottobah Cugoano, Frederick Douglass, Randolph Bourne, W.E.B. Du Bois, C.L.R. James, and Herman Melville.

The Political Theory Workshop provides a venue for political theory-oriented scholarship broadly construed. Participants include theoretically-inclined members of social science and humanities departments across the University of Michigan, as well as institutions throughout southwest Michigan.

Global supply chains link consumers, brands, manufacturers, workers, and local community members as “stakeholders” with significantly different levels of risk and benefit. When harm occurs in the course of business activity, prevailing approaches to stakeholder consultation are typically driven by companies, without significant input from people at the grassroots level. This talk reveals where stakeholder consultation is taking place globally; how the process unfolds at the community level; and what types of innovation might be possible but are currently missed by “top-down” approaches to consultation. Hertel’s talk features analysis of quantitative data from over 7,000 companies worldwide; she finds extractive companies across all regions tend to consult more heavily than light manufacturing companies, and corporations determine the mode, scope and content of the practice regardless of sector or region. The talk also features original interview data from paired case studies in two manufacturing towns in the Dominican Republic where collegiate apparel is produced. Hertel reveals local peoples’ insights on the limits of existing approaches to stakeholder dialogue along with their ideas for how better to diagnose problems, predict future challenges, and forge solutions to ongoing violations of economic rights.

Co-sponsor: U-M President’s Advisory Committee on Labor Standards and Human Rights.

Shareen Hertel is an Associate Professor of Political Science at the University of Connecticut, jointly appointed with the university’s Human Rights Institute. Drawing on 20 years of policy work with United Nations agencies, foundations, and nongovernmental organizations (NGOs) in the United States, Latin America and South Asia, her scholarship focuses on economic rights, social movements, and global supply chains. Hertel is Editor of The Journal of Human Rights; co-editor of the Routledge International Studies Intensives book series; and serves on the editorial boards of Human Rights Review and Human Rights and Human Welfare. Her published work includes Tethered Fates: Companies, Communities and Rights at Stake (Oxford University Press 2019); Activists Beyond Borders: Conflict & Change Among Transnational Activists (Cornell University Press, 2006); Economic Rights: Conceptual, Measurement & Policy Issues (Cambridge University Press 2007 with Lanse Minkler); Human Rights in the United States: Beyond Exceptionalism (Cambridge University Press, 2011 with Kathryn Libal); along with multiple articles and book chapters. Location: Off Campus Location
Organized By: ICPSR at the University of Michigan Institute for Social Research

In this webinar, co-organized by the American Association of Geographers (AAG) and The Inter-university Consortium for Political and Social Research (ICPSR), we will take a look at ICPSR’s data archive from a “geospatial” perspective. This webinar is free and open to anyone interested in accessing data or services related to social science research and/or wants to learn more about geospatial aspects of these data.

The webinar will consist of an overview of AAG and ICPSR, followed by a demo on different ways of searching for geography-related data in ICPSR’s archive and a few examples of data containing geospatial identifiers. Finally, a short overview of other scholarly services at ICPSR will be provided, such as the development of ICPSR’s geospatial virtual data enclave (GVDE) infrastructure, leadership and training for the social science research community in data access, curation, methods of research data analysis, and guidance to members about managing their data responsibly and ethically to support research.

Presenters: Bing She (ICPSR), Coline Dony (AAG), and Stuart Hutchings (ICPSR) will take any questions from attendees related to searching and accessing ICPSR data as well as questions on how to harness the geospatial component in these research data. If you are interested to read more details about the AAG or ICPSR’s, and their data archive, we recommend this recent AAG Newsletter article: http://news.aag.org/2019/12/icpsr-provides-access-to-carefully-curated-geography-related-data/

This virtual workshop will also be offered at the Annual Meeting of the AAG in Denver, more info at this link: http://myumi.ch/518WB

Essentially, CPRD is interested in political conflict and violence broadly conceived. This includes war, civil war, genocide, state repression/human rights violation, revolution/counter-revolution, terrorism/counter-terrorism, protest/protest policing and everyday resistance/domination. Additionally, we are also interested in peace - again broadly conceived to include peace talks/negotiation, humanitarian intervention and naming/shaming. The orientation of the group is open to geographic locale, method and theory. We thus involve individuals from world/ir, comparative, american, theory and public policy. We have had on occasion individuals join us from sociology, social work and law.

Why does America vote as it does on Election Day? Since 1948, the American National Election Studies (ANES) has provided data to inform explanations of election outcomes in the United States. The ANES provides survey data from a nationally representative sample of American adults to give researchers a view of the political world through the eyes of ordinary citizens.

In this ISR Insights talk, Dr. Vincent Hutchings (Professor, Department of Political Science; Research Professor, Center for Political Studies) will discuss the history of ANES and why it remains an essential resource for the social sciences. He will talk about the study’s approach to data collection and instrumentation in light of the COVID-19 pandemic, which includes conducting surveys through a combination of Internet, video, and telephone interviews. Dr. Hutchings will also highlight politically-relevant results from recent studies, including attitudes on the Black Lives Matter movement.

This webinar is part of a continuing series focusing on the research happening at ISR. If there is a topic you would like to see featured or have an idea for a future presentation, please email abeattie@umich.edu. This talk is being recorded and will be shared widely.

From 1960 to 2015, opinions of US federal district court judges (trial judges) in cases involving challenges to executive branch authority show that these judges favor executive authority less as they age. We suggest that district judges know that elevation to the federal circuit court of appeals becomes increasingly improbable, and hence have less reason to cooperate with the executive, with advancing age. Political variables, seniority of judges, and other variables introduced as extra regressors do not reverse this main result, nor does it appear to be the product of cohort effects or selection off the district court. When there are contemporaneous vacancies on their circuit courts, district judges in the 11 state circuits (but not the District of Columbia Circuit) are also more likely to favor the executive.

Abstract: Do refugees reshape long-term political behavior in receiving areas? To investigate this question, I examine the expulsion of ethnic Germans from Eastern Europe into West Germany at the end of WWII. Expellees were strangers to the cultural practices in their new surroundings. Tensions with natives forced expellees to rely on each other and helped foster a strong group identity. I argue that this shared identity, coupled with political circumstances specific to Germany, engendered support for the radical right among expellees. Using district-level data from 32 elections spanning 100 years, I find that communities which received greater shares of expellees remain more supportive of the radical right in the short, medium, and long term. This legacy of forced migration responds to changes in the political context within Germany, and is driven primarily by districts that received greater shares of expellees who were not citizens of the Reich during the interwar period.

Hyeon-Young Ro's research focuses on domestic firms' preferences and regulations on inbound foreign direct investment (FDI). Her dissertation project examines how industrial features such as economies of scale internal and external to a firm shape attitude towards restrictions on inbound FDI by domestic producers. She also analyzes FDI regulations by disaggregating the types of FDI into two different entry modes: greenfield investment and cross-border mergers and acquisitions. More generally, she studies how domestic special interest groups influence trade and FDI policy making.

Learn in great detail what student life was like at the University of Michigan in the first four decades of the 20th century. Hear about how Jewish students lived at the University of Michigan, how they were integrated by and large, how they made this a good place for them but also how there were limits to this bliss. Discover how the University’s commendable pluralism in terms of accepting others, Jews in particular, had its serious limits when it came to Jewish students from the East Coast with leftist political preferences.

Princess Williams will present her job talk: "The Politics of Place: How Southern Identity Shapes Americans' Racial Attitudes and Policy Preferences."

ABSTRACT: This project investigates the role of place-based identification in influencing Americans’ racial attitudes and policy preferences. Specifically, I argue that Southern identity (i.e., identification with the American South) is an influential but omitted factor in the study of political behavior across racial groups. In this project, I create a novel measurement of Southern identity and assess its impact on public opinion. Contrary to the extant literature, this work argues that Southern identity has political consequences for the opinion formation of Black Americans as well as for White Americans. I expect that Southern identity will be associated with group-centric racial beliefs reflecting the perceived communalistic nature of Southern culture. Analyses from three original surveys suggest that Southern identity influences both Black and Whites to adopt distinct racial beliefs different from their non- southern racial group members. These results hint at a challenge to the claim that Southern identity among Black Americans is not as politically relevant as it is for White Americans. This work also speaks to the need for more nuanced approaches to understanding American’s racial beliefs across race and place.

Tom O'Mealia studies the relationship between violence, security provision, and the evolution of the post-colonial state. In particular, He asks why civilians in contexts of acute insecurity choose to invest their trust in some security providers and not others, and how those decisions impact state building and political development. His research also explains how and why political elites use the state security apparatus to consolidate control at the local level.

O'Mealia answers these questions using field work and by analyzing original data collected in the Democratic Republic of Congo, Kenya, and South Africa.

ABSTRACT: What sparks environmental policy leadership? Traditional explanations emphasize the importance of domestic interest groups and institutions but often overlook transnational actors that advocate for the adoption and spread of environmental policies. In this paper, I provide a new dataset on the adoption of environmental policies and develop a new definition of environmental policy leadership. I then show how transnational environmental non-governmental organizations (ENGOs) use their advocacy to stimulate countries' policy innovation and amplify their influence. I find that countries adopt new environmental policies at a 46% higher rate when more transnational ENGOs are present and countries that share more transnational ENGOs are 24% more likely to form leader-follower policymaking relationships. Transnational ENGOs appear to play an important role in catalyzing increases in national environmental policy leadership.

ABSTRACT:
Political activity on social media presents a data-rich window into political behavior, but the vast amount of data means that almost all content analyses of social media require a data labeling step. Automated labeling methods, however, ignore the multimodality of posted content, focusing either on text or images. State-of-the-art vision-and-language models are unusable for most political science research: they require all observations have both image and text and require computationally expensive pretraining. This paper proposes a novel vision-and-language framework calledmultimodal representations using modality translation (MARMOT). MARMOT presents three methodological contributions: it can construct representations for observations missing image or text, it replaces the computationally expensive pretraining with modality translation, and it leverages off-the-shelf transfer learning models from computer vision and natural language processing. MARMOT outperforms an ensemble text-only classifier in 16 of 20 categories in multilabel classifications of tweets reporting election incidents during the 2016 U.S. general election. Moreover, MARMOT sets a new state-of-the-art result on the Hateful Memes dataset, improving the best result in terms of area under the receiver operating characteristic curve (AUC) from 0.7141 to 0.7530 and accuracy from 0.6473 to 0.6760.

ABSTRACT
Bureaucratic influence in policymaking is often described as occurring subsequent to the legislative process and scholars argue that the legislative branch strategically constrains the bureaucracy via statutory language. A reality which complicates these claims and separation of powers research is that bureaucrats frequently play a role in creating the laws which ultimately govern their behavior. This project examines the extent to which bureaucrats attempt to and succeed in securing their preferred statutory language. I track bills introduced at bureaucrats’ request across 11 state legislatures. Legislatures extensively draw from agencies’ expertise in forming the agenda and crafting session law, with 9% of introduced bills and 21% of law coming from bureaucrats. A difference-in-differences analysis shows that committee chairs and legislators in the majority introduce more administration-initiated bills. Bureaucrats’ extensive involvement in crafting statutory law and increased use in less professional legislatures imply that extant statutory control studies miss an important interaction.

Mary Kroeger is an Assistant Professor of Political Science at the University of North Carolina, Chapel Hill. Her research interests are in U.S. state politics, American political institutions, bureaucratic-legislative interactions, policy diffusion, and quantitative methods.

ABSTRACT
This paper examines how colonial and post-colonial expropriation of Maasai lands for conservation represent a form of primitive accumulation. Unlike current theorizations of primitive accumulation that prioritize explicit expropriation for capitalist production, my account
centers on the role of temporality in the Maasai political struggle to illustrate how the material and symbolic dimensions of primitive accumulation interlock. I show how states and conservationist groups justify and naturalize colonial and capitalist organizations of space by
drawing temporal distinctions between nature and civilization and between non-capitalist and capitalist systems. This study locates temporality as a key dimension of analysis and political struggle. It analyzes how efforts to mitigate the harms of capitalism often reproduce its temporality to the detriment of colonized peoples, and it provokes engagement with Indigenous conceptions of time that generate critical approaches to human and environmental relations.

PEW provides a unique forum for doctoral students and faculty members to share and develop interdisciplinary research in political economy. Political science and economics are intimately linked in both substance and methodology, and the field of political economy is among the most fertile and enduring areas for cross-disciplinary research in the social sciences. Currently, PEW is the sole interdisciplinary workshop at the University of Michigan wholly dedicated to the exploration of current research in political economy, and thus plays a valuable role in fostering connections among the university’s various departments and schools.

Modeling the Perceived Truthfulness of Public Statements on COVID-19: A New Model for Pairwise Comparisons of Objects with Multidimensional Latent Attributes

Qiushi Yu – Ph.D. student, Political Science

What is more important for how individuals perceive the truthfulness of statements about COVID-19: a) the objective truthfulness of the statements, or b) the partisanship of the individual and the partisanship of the people making the statements? To answer this question, we develop a novel model for pairwise comparisons data that allows for a richer structure of both the latent attributes of the objects being compared and rater-specific perceptual differences than standard models. We use the model to analyze survey data that we collected in the summer of 2020. This survey asked respondents to compare the truthfulness of pairs of statements about COVID-19. These statements were taken from the fact-checked statements on https://www.politifact.com. We thus have an independent measure of the truthfulness of each statement. We find that the actual truthfulness of a statement explains very little of the variability in individuals’ perceptions of truthfulness. Instead, we find that the partisanship of the speaker and the partisanship of the rater account for the majority of the variation in perceived truthfulness, with statements made by co-partisans being viewed as more truthful.

This special event, now in its tenth year, is designed to broaden the diversity of perspectives in political science by encouraging talented students from underrepresented backgrounds who are engaged in original research projects to apply to PhD programs at Michigan and elsewhere.

We understand diversity in broad terms: it includes underrepresented groups of all kinds, such as, for example, first-generation college students or first-generation Americans.

The Emerging Scholars Conference enables undergraduate students to discuss their research (whether completed or in progress) in a serious academic but low-pressure situation that exposes them to a world of scholarly exchange at a higher level. Past events have been a great success with students presenting on a wide range of topics and methods that reflect early forays into original social science scholarship.

Japan is one of Asia’s oldest democracies and one of the world’s most stable, but how deeply rooted its democratic institutions and norms are remains a perennial question. Political scientists have tended to focus on the shortcomings of Japan’s democracy, painting a weak society that is subordinate to a strong state. This talk examines Japan’s performance on contemporary, comparative measures of democratic performance, with a sustained focus on the interplay between citizens and the state. It also considers the implications of democratic stability for Japan’s behavior as a regional and global actor.

Sherry L. Martin is Acting Asia Division Chief in the US Department of State’s Office of Opinion Research. Previously, she was an Associate Professor at Cornell University in the Government Department and the Program in Feminist, Gender, and Sexuality Studies where she authored Popular Democracy in Japan: How Gender and Community are Changing Modern Electoral Politics. She completed an AB at Princeton University and a PhD in Political Science from at the University of Michigan.

Organized By: Inter-university Consortium for Political and Social Research

This past September, we had the opportunity to learn how these recently-released data arrived to ICPSR. Now it is time for an introduction to the data collection itself! Principal Investigator Sherrie Kossoudji will describe these data (Immigrants Admitted to the United States, Federal Fiscal Years 1972-2000), which include every single person admitted as an immigrant 1972-2000, and give insights into the types of analyses that might be undertaken. Could you be the first to publish using these data?

Dr. Sherrie A. Kossoudji is presently an associate professor in the School of Social Work and an adjunct associate professor in the Department of Economics. Her principal research area is immigration. She has written numerous articles on the legal status of immigrant workers in the United States and the incentives to cross the border illegally. Much of her work attempts to discern the link between legal status in the United States and economic outcomes. She has written on wealth disparities for immigrants--in particular, on homeownership as assets for immigrants. Her latest immigration work focuses on new immigrant children to the United States, particularly adopted orphans from abroad, and on the economic incentives and consequences of citizenship for immigrants to the United States. Recently, she has examined markets for body parts around the world. In particular, markets for sperm and ova are useful to identify social constructions of desirability and the price associated with them. She has also written on numerous labor and wealth issues and gendered outcomes. Much of her work focuses on gendered differences in economic outcomes for those at the margins of society. Dr. Kossoudji speaks publicly around the world about immigration, citizenship, and life sciences and reproduction.

Did you miss the story of the curation of these data? Listen to it here on ICPSR's YouTube Channel: http://myumi.ch/9o4qW

Marty Davidson will be presenting his paper, "TPRS-Forest Estimation."

Abstract
This paper proposes an estimation strategy – TPRS-Forest, which researchers can use to model spatial data with poorly understood empirical properties. TPRS-Forest estimation uses the projected coordinates of a spatial variable and decomposes it into three components: spatial trend, systematic variation along the spatial trend, and random noise. The first stage uses thin-plate regression splines (TPRS) to approximate a non-stationary spatial trend, or a change in the conditional mean across the region of observation. Because TPRS represents an approximation, this stage does not model all spatial dependencies. To compensate, the second stage performs a random forest regression on the TPRS residuals, which accounts for systematic variation along the spatial trend. The final stage takes the filtered residuals from the second step and tests for any remaining spatial correlative structure, using a global and local Moran test. This proposed method merges together two literatures of spatial modelling – geoadditive models (Kammann & Wand, 2003; Wood, 2017) and spatial random forests (Georganos et al., 2019; Hengl et al., 2004, 2018) – and anchors them in a social scientific conceptual framework. In developing this method, my primary goal is to provide a way for social scientists to descriptively model their data and produce a set of continuous predicted values while minimizing the assumptions on how best to model their data's spatial properties.

The primary function of the Interdisciplinary Seminar in Social Science Methodology (I3SM) is to provide an interdisciplinary forum for students and faculty to present their current projects and to receive feedback on either the methodological component of their project or a methodology under development. Presenters can also present new research questions and ideas and receive ideas about which methodologies would work best to tackle such questions. We define methodology broadly as the approaches to which data is collected and/or organized to give empirical content to social science research. It includes both qualitative and quantitative methodologies.
