In the early 20th century, the Netherlands East Indies was awash with revivalist and reformist movements. These included Christian missionaries seeking to overcome the failures and frustrations of the previous century and Muslim reformists seeking to reform their faith to meet the political, epistemological, and moral challenges of colonial modernity. Both looked to a common resource in pursuit of reform and revival: modern medicine and the medical body. Although often recognizing this convergence of religious and medical modernity among Muslims and Christians in late colonial Indonesia, historians have done very little to examine critically the role that health, medicine, and the medical body played in these projects or the many differences that existed in their appropriations and uses of modern medical discourse and practice. This talk attempts to address these historiographical gaps. It specifically examines how Protestant missionaries and Muslim reformers in Central Java used medical discourse and practice—especially questions of physiology and etiology—to pursue wider ethical, epistemological, and devotional projects of modernity. In doing so, it considers how Protestant and Muslim reformers theologized modernity from conditions of the flesh.

Have you ever wondered how architecture sounds in Chinese? Or questioned if the language of architecture would sound any more esoteric if it were in Chinese? Does linguistic difference matter? What is lost and what is gained when designspeak traverses the Chinese-English divide? How does the medium of design discourse affect its content? Is graphic communication the great equalizer? Is architecture sinicizable? Do you doubt that these are answerable questions? Find out on October 3rd, 5–7pm, at the Taubman College Commons.

In 1922, philosopher Ludwig Wittgenstein declared that “the limits of my language mean the limits of my world." With the globally-connected community at the University of Michigan in mind, we invite you to an exploration of the cross-cultural academic expressive production that accompanies thinking and writing from a non-English background. Taking the University of Michigan as a case study, we hope to engage questions of scholarship and public expression incubated in the globalized environment that is the contemporary American university. Rather than focusing on the mechanics of English as a Second Language or as a lingua franca, we seek a discussion around scholarly expression in a multicultural, globalized academia.

Research on temple murals in Thailand has focused on those commissioned by the rich and famous—royalty, nobility, or wealthy entrepreneurs—in historic centers of power, such as Auytthaya, Thonburi, Bangkok and to a lesser extent the northern Lanna kingdom. Little has been written in either Thai or English about the unique early 20th century murals of ethnic Lao people in the Northeast, a region also known as Isan. These murals, rather than being inferior copies of those in the central region, are inspired by local Buddhist stories and practices and are executed with a verve and vision unique to their creators. Among their most distinctive characteristics are their diverse compositions and their location on the exterior of ordination halls.

Located in villages rather than provincial capitals, these humble murals are not well-known even in Isan. However, Wat Chaisi, a temple in a village 20 kilometers from Khon Kaen city is quickly becoming famous as a model of preservation, education, and Buddhist celebrations and is even being advertised by the Tourism Authority of Thailand. The talk will include pictures of many murals and summaries of the stories depicted.

In this talk, Dr Giang Nguyen-Thu will discuss her forthcoming book Television in Post-Reform Vietnam: Nation, Media, Market by Routledge (2018). Since the country’s economic reform in 1986, Vietnamese television has experienced a tremendous shift from a purely propagandist tool of the Party-State into an all-pervasive medium of popular culture. The dynamics of Vietnamese television, however, is completely neglected in the field of international television studies, shadowed by the Western assumption of Vietnam being an oppressed land without media freedom. In her book, Dr Giang Nguyen-Thu seeks to challenge such reductionist assumption to reveal the effects of popular television in recreating the sense of national belonging in Vietnam. This book explores how various genres of popular television, including television dramas, talk shows and reality shows, alter the way Vietnamese people make sense of and organize their post-Reform lives, and how these new genres enable a new condition of cultural oppression as well as political engagement in the name of the nation. In sharp contrast to the previous image of Vietnam as a war-torn land, post-Reform Vietnamese television conjures into being a new sense of national connectedness based on an implicit refusal of the socialist past, hopes on peace and marketization, and anxieties of the globalized future.

Dr. Giang Nguyen-Thu is a postdoctoral fellow at the Center for Advanced Research in Global Communication, Annenberg School of Communication, University of Pennsylvania. She also serves as an on-leave lecturer at the University of Social Sciences and Humanities, Vietnam National University, Hanoi. She had her doctoral degree at the University of Queensland (2016) in the field of media and cultural studies. Her book Television in Post-Reform Vietnam: Nation, Media, Market is to be published by Routledge in 2018. She is now interested in the emotional politics of social media in Vietnam. Her current research investigates how Vietnamese mothers use Facebook to navigate in an emerging economy of precarity caused by the widespread panic related to environment and food toxicity. Similar to her works on Vietnamese television, this research is informed by Giang’s interest in cultural globalization as situated mediation processes between global logics and local concerns, whose effects much excess the way the Western world often imagines of the Vietnamese media environment.

The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) is Viet Nam’s largest annual time-series, citizen-centric, nationwide policy monitoring tool. Over the nine years of its operation, PAPI has collected the views of 103,059 randomly selected citizens about the country’s performance in governance and public administration, based on their direct interactions with local governments at different levels. PAPI generates information about the actual performance of local authorities in meeting citizen needs. By doing so, it has created constructive competition and promoted learning among local authorities, while enabling citizens to benchmark their local government’s performance and advocate for improvements.

Ultimately, PAPI helps Viet Nam to identify areas that need greater attention as the country rolls out its national agenda for sustainable development towards 2030. In the same spirit as the 2030 Agenda for Sustainable Development that Viet Nam has committed to, PAPI puts citizens at the heart of Viet Nam’s development. As ‘end users’ of public administration and public services, citizens are fully capable of assessing the performance of the central and local authorities and of supporting the country in building a State “of the people, by the people and for the people.”

This article presents a snapshot of key findings from the 2017 PAPI research. The 2017 PAPI Report provides data and analysis about the country’s performance in governance and public administration, as drawn from citizens’ direct interactions and experiences with local governments at different levels in 2017 and over time. It captures experiences and perceptions related to the performance of local governments in governance and public administration based on a survey of 14,097 citizens with different demographic characteristics, randomly selected from all 63 provinces. The report also indicates opportunities and challenges in monitoring and assessment of Viet Nam’s progress in implementation of the 2030 Agenda for Sustainable Development.

French colonial politics in Laos and Cambodia had a strong impact on Buddhism. Both countries were subject to quite similar politics rooted, for example, in the fact that both had Theravāda Buddhist kingship and statecraft as forms of indigenous political organization, which the French used for establishing indirect rule. Moreover, monks and monasteries were supposed to economize colonial rule by providing elementary school education for the population. This presentation discusses the position of Buddhism in French colonial politics, and argues that the research on Buddhism carried out by the École française d'Extrême-Orient (EFEO) was clearly driven by the Orientalist research agendas of its time, but that considerations deriving from practical governmentality played an equally important role here. How was Buddhism as a resource for enhancing colonial rule conceptualized by the French? What measures were introduced to ‘modernize’ Buddhism and integrate it into the colonial project? Were these met with resistance, and what were the roles of Lao and Khmer indigenous religious elites in these policies? Finally, the presentation will situate the particular case of Buddhism in Laos and Cambodia in a wider theoretical perspective by relating it to recent historical and anthropological discussions on colonialism, and (post-)Foucauldian approaches to governmentality.

The shattered family moves away, separating the boys. Years later, now in their late teens, the boys meet again. One of them is now the leader of an aspiring boy band whose managing assistant bears a striking resemblance to the lost sister. The boys must deal with their family and social lives and their feelings for each other.

By the end of the century oceans are predicted to rise between .3 and 2.5 meters, which will result in major flooding in coastal cities around the world. The Sinking Cities Project aims to document this inundation through the stories of residents and the changing landscape of their cities.

A passionate diver for more than 22 years, Lucy S. Wu is a self-taught artist. She started with film photography and now works in digital. This exhibit displays her friends of the sea and the stunning colors and patterns of the underwater world. Her “aquarium” is the Pacific Ocean along the southeastern Asian coastline from Australia north to the Philippines, as well as Micronesia and the Galapagos Islands. Her goal is to show the beauty and character of the life she encounters, with the hope that her photography will inspire ocean conservation. Wu grew up in Ann Arbor and is now based in Las Vegas, Nevada.

Under the regime of Pres. Rodrigo Duterte, the so-called drug war in the Philippines has exacted an enormous toll. In this talk, I inquire into one of the earliest and most graphic responses to this war: the work of photojournalists. How does photojournalism become a kind of advocacy by becoming a mode of mourning? How are trauma and witnessing braided together in the experience of photographers covering war? Indeed, how does photography offer evidence that trauma can be the site for the emergence of truth? What is the role of the camera and what are the ambivalent effects of the technical and aesthetic imaging of the dead and their survivors? What is the fate of photographic images once they travel beyond the control of photographers? For example, converted into commodities, what happens to them when they circulate in the global mediascape and are rendered into items for the daily consumption of anonymous viewers? And among the family of victims, how do dreams recapitulate as they displace the work of photographic mourning?

De-centering the Global Middle Ages invites researchers to consider scholarly perspectives of the “global turn” of the premodern world, addressing connectivity and mobility of the globe c. 500-1600 CE. What work does the idea of “the medieval” do, and for whom? What do we gain and what do we lose by insisting on a shared notion of the medieval? By conceiving of a more diverse Middle Ages characterized by mobility and connectedness rather than isolation and limited travel? This symposium will explore what the “medieval” means for scholars of various geographic regions, including Africa, Asia, the Americas, and Europe in hopes of facilitating a dramatic shift in our visions of what it means to do medieval history, and the meaning of global history more broadly.

In 2017, the Cambodian government dismantled the Cambodian National Rescue Party, clamped down on civil liberties and organized elections in 2018 without the presence of a credible opposition party. The presentation examines the reasons underlying the government’s decision to close down democratic space by focusing on the following arguments. First, the presence of some semblance of democracy in Cambodia was the outcome of the Western community’s pressure through its granting financial assistance and preferential trade access to Cambodia. So long as this order permitted the Cambodian People’s Party to maintain its domination, it conceded to Western demands. Second, by the 2013 elections, key socio-economic and political changes culminated in a counter-movement to the CPP’s patronage-based politics. When the CPP felt that its grip on power was threatened, it instituted hegemonic electoral authoritarianism. Third, since Cambodia’s democracy is a product of Western intervention and continued engagement, Cambodia’s recent return to authoritarianism can to great extent be attributed to China’s role as a counter-leverage to Western pressure.

Some of the oldest specimens of indigenous literacies in the Philippines are found in the linguistic texts written by Catholic missionaries who wanted to talk about Christianity in any of the archipelago’s many tongues. These texts, the object of the discipline we now refer to as missionary linguistics, constitute the earliest systematic attempt to reduce these languages into a set of replicable rules. While current research directions generally analyze missionary linguistics as a resource for studying early written forms of non-European languages or for reconstructing the initial stages of linguistics as a scientific pursuit, I argue that it can similarly be examined as a corpus of translation. This is particularly true for colonial articulations about sex. In this presentation, I will describe how missionary texts on Tagalog, the basis of the modern-day national language called Filipino, commemorated sexual practices in the early modern Philippines through the use of a specific translational repertoire. I will show instances where the juxtaposition of the translational parameters of equivalence, incommensurability and untranslatability with the moral teachings on human sexuality resulted in peculiar translation strategies for describing indigenous sexualities and inscribing them into a Christianized discourse on civility.

Ka Yanan, a member of the Philippine revolutionary movement, died during an encounter with government troops in 2012, and is survived by a son and two daughters. The film shows how the revolutionary’s children, grown into young adulthood, cope with their grief and pay homage to their departed mother. As they ponder their memories of Ka Yanan and the cause to which she pledged her life, they find among her possessions poems, letters, and recordings. Kept away for 15 years, the materials reveal aspects of Ka Yanan’s personal and political struggles that her children had previously not fully grasped.

Widely regarded as the first Indonesian-born Buddhist monk (biksu pertama putra Indonesia), Ashin Jinarakkhita took it as his mission to propagate Buddhism in the archipelago nation. His Buddhayāna movement, which combined the doctrines and practices of Mahāyāna and Theravāda Buddhism, had a profound impact in Indonesia during the second half of the twentieth century. Ashin Jinarakkhita established an inclusive and nonsectarian monastic community, consisting of Sangha from various Buddhist traditions. He crafted a vision of Indonesian Buddhism as a diverse, yet unified religion in line with the motto of “Unity in Diversity” (Bhinneka Tunggal Ika) of the modern Indonesian nation. Later, he introduced the concept of “Sang Hyang Adi-Buddha” to make Buddhism compatible with the first principle of the Pancasila, the five philosophical pillars of Indonesia during the New Order era (1966–98). The Buddhayāna movement continues to attract a following of Indonesian people in the twenty-first century.

This presentation draws upon Ashin Jinarakkhita’s career to reconsider the category of Southeast Asian Buddhism in Buddhist Studies. I argue for the need to broaden the category of Southeast Asian Buddhism beyond Theravāda Buddhism on mainland Southeast Asia to include varied forms of Buddhism in maritime Southeast Asia that use Mandarin Chinese, Southern Chinese dialects, and Southeast Asian languages in their liturgy and scriptures. Ashin Jinarakkhita’s Buddhayāna movement, which promoted nonsectarian doctrines and practices to be in line with the national discourse of “Unity in Diversity,” was a calculated strategy to ensure the survival of Buddhism as a minority religion in the world’s largest Muslim nation.

Jack Meng-Tat Chia is a Senior Tutor in the Department of History at the National University of Singapore and currently a Postdoctoral Fellow at the Center for Buddhist Studies, University of California, Berkeley. His research focuses on Buddhism in maritime Southeast Asia, Chinese popular religion, overseas Chinese history, and Southeast Asia-China interactions. He is currently completing his first book manuscript titled “Monks in Motion: Buddhism and Modernity across the South China Sea,” which explores the history of Buddhism in inter-Asian contexts and the intersections between national and Buddhist institutional projects in Indonesia, Malaysia, and Singapore. Chia is co-editor of Living with Myths in Singapore (2017) and has published articles in journals such as Archiv Orientální, Asian Ethnology, China Quarterly, History of Religions, Journal of Chinese Religions, Material Religion, and Sojourn. His next book project, “Beyond the Borobudur: Buddhism in Postcolonial Indonesia,” focuses on the history and development of Buddhism in the world’s largest Muslim country since 1945.

This presentation will profile the return of a rare Buddha image that was stolen from a remote temple in Bagan in 1988 and would travel around the world before finally being returned to its home country in 2012. This long saga, which involved looters, antique dealers, art historians, lawyers, ambassadors and curators, demonstrates the intricate complexities in restituting objects. The priceless sculpture was transported from Myanmar (also known as Burma) to Bangkok, San Francisco, New York, Chicago and Paris. It would be saved from the auction block, before drawing the involvement of the Federal Bureau of Investigation and becoming the subject of a precedent setting lawsuit for antiquities.

This research explored the different phases of this complex and successful story but also question how to implement restitutions most efficiently in the 21st century. Indeed, as the themes behind this stolen Buddha’s history have wider resonance for the region. Southeast Asian policymakers have been debating for decades on how to best protect their national heritage from criminals, while fighting for the restitution of stolen artworks. While the level success within each country has varied, much remains to be done in facing the continuing challenge of art trafficking.

This paper examines Germany as a country of and for refugees by focusing on two waves of refugees. The first is the influx of German refugees from Eastern Europe after the Second World War; the second is the influx of Vietnamese refugees to Western Germany and Vietnamese contract laborers to Eastern Germany around 1979. The paper asks a number of questions about the concept of ‘empathy’, about humanitarian ethics, and about global and national politics. It attempts to develop a comparative approach.

Beginning in the mid-2000s, economists in both academia and development multilaterals have drawn increasing attention to countries, especially in Southeast Asia and Latin America, being stuck in middle-income. Political leaders in those regions have also expressed concerns about this “Middle-Income Trap.” But while economists point to policies required to move into higher income, they have generally ignored the political and institutional aspects of the trap. Two factors merit special attention: “disarticulation politics,” involving social cleavages that impede the creation of coalitions necessary to create effective institutions; and unstable, fragmented party systems that undermine the long time horizons necessary for institutional development and policy implementation. Doner will explore these issues through cross-national and cross-sectoral variation in specific issue areas and institutions.

Richard F. Doner is Goodrich C. White Professor Emeritus in the Department of Political Science at Emory University in Atlanta, Georgia. He received his Ph.D. in political science from the University of California, Berkeley. Dr. Doner's research focuses on the political and institutional bases of economic development, especially in Southeast Asia. His books include "The Politics of Uneven Development: Thailand’s Economic Growth in Comparative Perspective" (2009); "From Silicon Valley to Singapore: Location and Competitive Advantage in the Hard Disk Drive Industry" (with David McKendrick and Stephan Haggard, 2000); and "Driving a Bargain: Japanese Firms and Automobile Industrialization in Southeast Asia" (1991). His co-edited volumes include "Explaining Institutional Innovation: Case Studies from Latin America and East Asia" (2010), and "Economic Governance and The Challenge of Flexibility in East Asia" (with Fred Deyo and Eric Hershberg, 2001). His articles have appeared in journals such as "International Organization," "World Politics," "Journal of Development Studies," "Journal of Contemporary Asia," "Journal of Asian Studies," "Science, Technology and Society," "Journal of East Asian Studies," "Review of Policy Research," and "World Development." Dr. Doner has written or consulted for the World Bank, the International Labor Organization, the Inter-American Development Bank, and business associations in Southeast Asia. He was a Peace Corps Volunteer in Northeast Thailand and an assembly line worker at General Motors in California.

Sexual, conjugal, and household relations between white colonial masters and native women have long served as the paradigm of the colonial encounter. The talk offers a different and as yet untold story of colonial interaction: inter-Asian intimacies. Under British (1826–1942; 1945–47) and Japanese (1942–45) colonial rule, Burma, as with much of Southeast Asia, was a destination for millions of Indian, Chinese, and Japanese merchants, laborers, soldiers, and civil servants. These overwhelmingly male Asian subjects and brokers of empire forged intimate ties with local women as sexual, emotional, domestic, and business partners—one role often bleeding into another—within and outside the institution of marriage. These intimacies became, over the course of the twentieth century, flashpoints for far-reaching legislative reforms, communal riots, and anti-colonial, Buddhist, feminist, and nationalist movements. Based on imperial archival, vernacular, and oral sources in Burmese, Japanese, Chinese, and English that have never been brought together, the talk explores shifts and continuities in perceptions, practices, and experiences of inter-Asian intimacy in colonial Burma, resisting both the stigmatization and the romanticization of inter-Asian intimacies as either treacherous liaisons or heroic acts of radical love. It shows how inter-Asian intimacies constituted the primary, and hitherto unrecognized, site for articulating and adjudicating modern understandings of race, religion, and nation that continue to vex Burma and other parts of Southeast Asia today. The talk concludes with a reflection on the significance of these prevalent yet neglected intimacies for new approaches to the study of modern colonialisms and their legacies.
