Sue Anne Bell, Ph.D., FNP-BC, is an assistant professor at the University of
Michigan School of Nursing, with expertise in disaster preparedness and response,
community health and emergency care. Trained as a health services researcher, her
work focuses on the health and well-being of aging populations in the context of a
disaster. She is currently serving a three-year term on the U.S. Federal Emergency Management Agency’s National Advisory Council. Her original training is as a family nurse practitioner, and she is clinically active in disaster response through the U.S. Department of Health and Human Service’s National Disaster Medical System, with recent deployments to a COVID-19 cruise ship quarantine, Hurricane Maria and the 2018 Paradise, California, wildfire.

Megan Eagle, MSN, MPH, FNP-BC is a clinical instructor at the University of
Michigan School of Nursing. Since 1995, she has been providing primary health care
services to underserved populations. She has done research on the health care
needs of uninsured adults in Washtenaw County, the adaptability of group prenatal
care models to the family practice setting and on strategies for addressing maternal mortality in rural areas. She has served as a clinical preceptor to adult and family nurse practitioner students and also supervised clinical placements for students from the schools of Social Work, Pharmacy and Medicine. She is fluent in both English and Spanish.

Deena Kelly Costa, Ph.D., RN, FAAN is an assistant professor at the University of
Michigan School of Nursing and co-director of the National Clinician Scholars
Program. She received both her master's and Ph.D. from the University of
Pennsylvania. A trained health services researcher with clinical expertise in adult
critical care nursing, Costa’s work has been published in leading journals such as JAMA, American Journal of Respiratory and Critical Care Medicine and Chest. Given her expertise, Costa advised Governor Gretchen Whitmer’s office on staffing and scope of practice regulations that informed Executive Order 2020-30 during the spring surge of the COVID-19 pandemic.

Sheria G. Robinson-Lane, Ph.D., MSN, MHA, RN is an assistant professor at the
University of Michigan School of Nursing. Robinson-Lane’s work aims to reduce
health disparities and improve health equity for diverse older adults and family
caregivers managing pain and chronic illnesses such as Alzheimer’s disease. Her
current work is focused on improving the ability of Black, Latino and other diverse older adults to successfully age in place through culturally responsive and community-engaged care practices. Robinson-Lane completed her Ph.D. at Wayne State University and a postdoctoral fellowship in advanced rehabilitation research training at the University of Michigan Medical School

We welcome all interested scholars to the following multi-stakeholder roundtable on the place of industrial agriculture in the past and future imaginaries of the Philippine South.

Economic stagnation, poverty, and armed conflict are locked in a vicious cycle with tremendous impacts on lives and livelihood. One attempt to break the cycle was the pioneering investments in banana plantations in former conflict areas that initially solved multidimensional problems involving property protection, harmonization of local cultural norms with international business practices, and complementary investments. However, this model has recently been beset by external and internal challenges that threaten business viability—and also the peace it provides. This forum aims to extract the issues surrounding this development paradigm and highlight the pitfalls and the promise of such a model.

Governments most often declare disasters in response to natural events (storms, flooding, earthquakes, etc.) and to a lesser degree other human-generated crises (e.g., internal violent conflicts that cause people to be displaced from their villages). International guidance and the literature on the decision to declare a disaster and appeal for international assistance are mainly technically oriented. However, the political dimensions of these decisions are crucial to understanding what motivates a disaster declaration and when governments are willing to take the sometimes sensitive step of accepting outside help to address the disaster. This talk will draw on the presenter's practical experience with disaster responses internationally, offering thoughts on this question, using examples from Southeast Asia, and addressing the significant intersections between governance and disaster management.

ABOUT THE SPEAKER:
Aaron "Michael" Stern (PhD, University of Michigan) is currently a foreign service officer with the United States Agency for International Development (USAID). He joined USAID in 2007 and has served in Washington, the Philippines, Pakistan, India, Afghanistan, Frankfurt (supporting Iraq), and Madagascar. He is currently the deputy country representative for USAID in Laos. He received his BA from Columbia University (Economics), his masters from the University of Washington in Seattle (public administration and international relations), and his doctorate from the University of Michigan (political science, comparative politics). He is a Fulbright-Hays Doctoral Dissertation Fellowship alumnus and also received a fellowship from the Ford Foundation for area studies work while at the University of Michigan. Before joining USAID, he worked at the US Department of Energy, the University of Michigan, and the US Government Accountability Office (GAO). He also worked as a Researcher at Chulalongkorn University’s Institute of Asian Studies in Bangkok, Thailand.

KALYANEE MAM is an award-winning filmmaker, lawyer, and born storyteller. Kalyanee Mam is committed to combining her passion for art and advocacy to tell compelling and universal stories. Born in Battambang, Cambodia during the Khmer Rouge Regime, she and her family fled to the refugee camps at the Thai-Cambodian border and eventually immigrated to the United States in 1981. For her debut documentary feature *A River Changes* Course (2013), Mam returned to her native homeland to document the struggles of three families to maintain their traditional way of life as the modern world closes in around them. The film earned several top awards, including the World Cinema Grand Jury Prize for Documentary at the 2013 Sundance Film Festival and the Golden Gate Award for Best Feature Documentary at the San Francisco International Film Festival. The *New York Times* considered the film, “profound enough to stand on its own”, while the* Los Angeles Times* described the film as, "A deeply felt portrait of Cambodia...exquisite in its immediacy and agility."
Mam has also worked as cinematographer, associate producer, and researcher on the 2011 Oscar-winning documentary *Inside Job*, about the global financial crisis, and as co-director and co-producer of documentary short, *Between Earth & Sky* (2010), about three young Iraqi refugee artists living in Syria, Jordan, and Egypt. A graduate of Yale University and UCLA Law School, Mam also served as a legal consultant in Mozambique and Iraq.

The 1918 influenza pandemic had a profound impact on Indonesia. This presentation highlights research on pandemic impacts on various aspects of key demographic aggregates in Indonesia. These include estimates of the toll of the pandemic in the absence of reliable birth and death registration data, the timing, size, and geographic spread of waves of infection and mortality, and the impacts of the pandemic on health policy in Indonesia. Where relevant, comparisons are made with the ongoing COVID-19 pandemic.

About the Speaker:
Siddharth Chandra is professor and director of the Asian Studies Center at Michigan State University. His research interests include pandemics, the intersection of economics, health, and history in Asia, behavior and policy relating to addictive substances, and applications of portfolio theory to fields outside finance, for which the theory was originally developed. Much of his research is spatial and historical in nature. He has received funding from the National Science Foundation, National Institutes of Health, the Harry Frank Guggenheim Foundation, and the Robert Wood Johnson Foundation for his historical research, which has appeared or will appear in a variety of journals including the *American Journal of Public Health*, the *American Journal of Epidemiology*, *Emerging Infectious Diseases,* *Demography, the Journal of Global* *History, the Journal of Economic History*, and the *Journal of Asian Studies*. His recent research on the influenza pandemic of 1918-1920 in Asia and the USA has been featured on BBC World as well as in a variety of newspapers and magazines worldwide. Professor Chandra received his PhD in economics from Cornell University, his AM (Ph.D. pass) in economics from the University of Chicago, and his BA (with honors) in economics from Brandeis University. Prior to joining Michigan State University, he was director of the Asian Studies Center and associate professor at the Graduate School of Public and International Affairs at the University of Pittsburgh.

The term “banana republic,” a racializing pejorative used to describe Central American economies, does not usually conjure images of Asia. Yet it has become a common moniker for the state of the Philippines’ political and economic systems. Both journalistic and academic writing have used the label to characterize every administration from Ferdinand Marcos (1965 - 1986) to Rodrigo Duterte (2016 - current), citing U.S. intervention in politics, a state of bloodshed and rebellion, the persistence of kleptocracy in high office, the lack of government accountability, and the rampancy of inequality. These popular references suggest that notions of a “Philippine banana republic” have little to do with the tropical commodity on which the metaphor is based. This paper, in response, turns to the export banana zones of southeastern Mindanao as both the metaphoric root and a material source of the power asymmetries that envelop the agrarian landscape of the Philippine south. It offers historical comparisons between the Southeast Asian nation and Guatemala, Costa Rica, and Honduras to demonstrate how scholarly understandings of the “banana republics” shift in the Asian context. Focusing on (1) new land control schemes devised by the same American fruit conglomerates; (2) foundational ties to import markets in Japan, rather than to the U.S. and Europe; and (3) a history of peri-colonialism in Mindanao, this paper shows the role that the industry has played both in shaping local political and economic conditions, and in differentiating Philippine banana trade from networks in the same commodity elsewhere in the world.

The relationship between knowledge and power in agrarian development projects has been widely acknowledged, but what about the relationship between ignorance and power? Through analysis of Indonesia’s peatland development over the past three decades, this talk considers how state officials, scientists, and corporations have deployed ignorance strategically as a means to land access and control. Drawing on long-term fieldwork in Central Kalimantan, Indonesia, Professor Goldstein look specifically at an area called the Mega Rice Project, a peat swamp forest that was drained for rice production in the mid-1990s and has since undergone dramatic biophysical transformation as the peat burns and releases carbon dioxide into the atmosphere. Since 2000, this area has been the site of various state and NGO interventions to repair the landscape, most of which have been deemed failures. She argues that through these peatland development projects, elite actors have generated passive and active ignorance in ways that serve to protect the developmental status quo.

Jenny Goldstein is an assistant professor in the Department of Global Development at Cornell University. She has a Ph.D. in geography from UCLA and works across political ecology, critical development studies, and science and technology studies. She has been conducting qualitative fieldwork in Indonesia since 2010 on the political economy of socio-ecological land use change and the politics of climate change knowledge. Other research interests include the human health impacts of ecological change and the role of digital infrastructures in environmental governance. Her recent articles have been published in *Antipode*, *Environment and Planning E*, *Singapore Journal of Tropical Geography*, and *Geoforum*. She is also the co-editor of the forthcoming book *The Nature of Data: Infrastructures, Environments, Politics* (University of Nebraska Press, 2022) and is currently working on a book project about the role of ignorance and uncertainty in Indonesia’s peatland development and restoration.

This lecture will highlight a corpus of Burmese language anti-Muslim hate songs archived on Youtube.com. Burma/Myanmar is the site of recent genocidal violence perpetrated against Muslims, and these songs are part of the hate speech campaign which undergirds this violence. Using the definition of incitement articulated by the International Criminal Tribunal for Rwanda, I will argue that the lyrics of these songs constitute incitement to violence. Further, the comments written by YouTube listeners provide evidence that the songs provoke additional dehumanizing speech. The songs and their creators are therefore complicit in the recent violent persecution of Muslims in Myanmar.

About the speaker:
Heather MacLachlan (Ph.D. Cornell University 2009) is Associate Professor of Ethnomusicology and Interim Director of Women's and Gender Studies at the University of Dayton. Professor MacLachlan is the author of two scholarly books and numerous articles focusing on musicians among Burmese populations and on LGBTQ musical advocacy in the United States. She serves as a volunteer Guardian ad Litem for the Montgomery County juvenile court in Dayton, Ohio.

The William Davidson Institute (WDI) will host a discussion with Ted Osius, former U.S. Ambassador to Vietnam and leader of the US-ASEAN Business Council. He will discuss Vietnam’s economic transformation and the skills necessary to succeed in cross-cultural business. The talk, “Building Trust and Taking Risks,” is set for 2 p.m. March 16, via Zoom.

A diplomat for 30 years, Osius served from 2014 to 2017 as U.S. ambassador to Vietnam during the Obama Administration. Leading a team of 900, Osius devised and implemented strategies to deepen economic, security and cultural ties between the two countries. Only the second openly gay career diplomat in U.S. history to achieve the rank of ambassador, Osius went to Vietnam with his husband and two children.

After leaving government, Osius joined Google as its Vice President for Government Affairs and Public Policy at Google Asia-Pacific and currently serves as President of the US-ASEAN Business Council, which represents 170 of the largest American businesses in Southeast Asia through its headquarters in Washington, D.C., and its seven regional offices.

During the talk, Osius will share some of the key insights from his 2021 book “Nothing is Impossible: America’s Reconciliation with Vietnam.” He’ll then discuss his fascinating career, including his time in the foreign service, his transition to Google, and how he landed in his current position at the US-ASEAN Business Council. He’ll talk about the differences in working in the public sector vs. the private sector.

“As a leader in foreign service, private enterprise and nonprofit organizations, Ambassador Osius offers a unique perspective for how building understanding can lead to historic opportunities,” said Amy Gillett, Vice President for Education at WDI who will convene the discussion with Osius.

Participants will have an opportunity to submit questions during the discussion.

Earlier in his career, Osius was a senior advisor at the Albright-Stonebridge Group and Vice President of Fulbright University Vietnam. Osius was associate professor at the National War College and Senior Fellow at the Center for Strategic and International Studies.

As a diplomat, Osius served as Deputy Chief of Mission in Jakarta, Indonesia, and Political Minister-Counselor in New Delhi, India. Osius also served as deputy director of the Office of Korean Affairs at the State Department, regional environment officer for Southeast Asia and the Pacific, and senior advisor on Asia and trade to Vice President Al Gore.

Osius earned a Bachelor’s degree from Harvard University, a Master’s degree from Johns Hopkins University’s School of Advanced International Studies, and an Honorary Doctorate from Ho Chi Minh City University of Technology and Education.

In this talk, Jaya Jacobo narrates and describes the simultaneous disavowal and affirmation of transfemininity in the Spanish colonial Philippines within the apparatus of colonial cisheteropatriarchy by looking at narratives which mark out the emergence of the transfeminine in Catholic religious discourse and its catechetical project of conversion.

In particular, Jacobo reads the instrumentalization of transfeminine divinity against the establishment of imperial priesthood in chronicles written by Spanish friars as they document the evangelization of the islands. What emerges in these chronicles is the pedagogical value of the transfeminine priest/trans priestess as a recalcitrant body gaining the ideal subjectivity of a “rectified heathen.” To triangulate the discursive formation of the transfeminine as an aberrant body rectifying its own inclinations as well as resisting the force of interdictions, Jacobo turns to lexicons and grammars through the colonial centuries, ending with an analysis of the figuration of cisgenderhood and the concomitant recession of trans possibility in the didactics of a significant Tagalog novel of manners in the late nineteenth century.

Jaya Jacobo is Assistant Professor of Gender, Equality and Diversity at the Institute of Education of Coventry University, United Kingdom. She was previously Postdoctoral Fellow of the Philippine Work Package of the GlobaLGRACE Genders and Cultures of Equality Programme at the University of the Philippines, which enabled her to work alongside travesti and transsexual women artists, academics and activists in Brazil. She is a founding co-editor of *Queer Southeast Asia: A Transgressive Journal of Literary Art* and a member of the board of trustees of the Society of Trans Women of the Philippines.

Abstract:
Inspired by ethnographic accounts recounting the colors of the Indian Ocean in Eastern Sri Lanka, this talk explores the colors of the Indian Ocean, as social, political, and material reflections of life and death. While oceans are almost always described and associated with the color blue, these descriptions of past disasters — the black sludgy waters of the 2004 Indian Ocean tsunami and the red, blood-tinged sea from civil war violence — harken to the Indian Ocean’s significance as a reminder and a harbinger of danger. Scaling up, I then turn to ocean color science, which charts and models the presence or absence of phytoplankton as an indicator of the rapidly warming Indian Ocean basin, changing its hues to a deeper green and signaling broader concerns for and relations with biological life, weather, atmosphere and land. What might a broader spectrum of hues offer in contrast to dominant economic and security narratives of bluing? What might attention to Indian Ocean colors offer to examine the social and ecological impacts of planetary risk and danger?

Under British rule in Myanmar, colonized people’s relationships with animals changed. Increasingly, animals were commoditized. Some creatures, such as elephants and oxen, became vital resources for the colony’s globally-important rice and teak industries. At the same time as these shifts were occurring, Burmese conceptions of human difference were undergoing significant changes themselves. Notions of race became more prominent in politics and culture, especially during the interwar years. These processes—the commoditization of animals and the racialization of human difference—were not only coincident with one another, they were connected. In this talk I will uncover some of these connections and their wider import for the history of modern imperialism in Southeast Asia.

Jonathan Saha is an Associate Professor of South Asian History. He serves as faculty with the Department of History at the University of Durham.

Christina Sunardi is an associate professor in the Ethnomusicology program in the School of Music at the University of Washington, where she has been teaching since 2008. Her interests include performance, identity, spirituality and ethnography in Indonesia. Her work focuses in particular on the articulation of gender through music, dance, and theater in the cultural region of east Java.

Her publications include articles in Bijdragen Tot de Taal-, Land en Volkenkunde, Asian Music, and Ethnomusicology, as well as reviews in the *Journal of Folklore Research Reviews*, *American Journal of Islamic Social Sciences*, and Indonesia. Professor Sunardi has been studying and performing Javanese arts since 1997 in Indonesia and the United States, earning her Ph.D. in music from the University of California, Berkeley in 2007. Her book about the negotiation of gender and tradition through dance and music in east Java was published by the University of Illinois Press in 2015. In addition to her academic work, she enjoys playing gamelan music with the Seattle-based ensemble Gamelan Pacifica and performing as an independent dancer.

Urban planners have had a contested yet tangible impact on the public realm through the design and regulation of public spaces. What role can planners play now that issues of inclusivity, sociability, and access to opportunities are increasingly mediated by online platforms? How to plan for just outcomes in intangible digital spaces as well as physical public spaces? In this talk, Huê-Tâm Jamme connects the dots between planning, informality, and the digital realm. Within a theoretical framework inspired by Lefebvre’s production of space, Sen and Nussbaum’s capabilities approach, and Castells’ spaces of flows and spaces of places, she elaborates on two empirical studies that look at i) productive frictions between transportation networks and informal street vendors in Vietnam; and ii) gender equity in the gig economy in Thailand and Cambodia. Common to these projects is a mixed-method approach that reveals the lived experience of socio-spatial and technological transformations.

Huê-Tâm Jamme is an assistant professor at the Arizona State University’s School of Geographical Sciences and Urban Planning. Through her research and teaching, she promotes a de-centered perspective on planning. She focuses in particular on new mobilities, the platform economy, and their impacts on existing urbanisms. She graduated from SciencesPo Rennes in 2010; worked as a consultant in urban development in Asia for six years; and received a PhD in urban planning from the University of Southern California in 2020.
