As a 10th District Court of Appeals Judge for the State of Ohio, Judge Laurel Beatty Blunt will offer her perspective on what policymakers need to know about the criminal justice system.

Judge Beatty Blunt will offer firsthand knowledge about the criminal justice system, focusing on the inner workings of the local and national court systems, as well as the role of a judge as both a policy implementer and policy interpreter. Together, Dean Watkins-Hayes and Judge Beatty Blunt will discuss how social context--including race, gender, poverty, and education--shapes criminal justice pathways and outcomes.

More than 127,000 Japanese Americans were forcibly relocated and incarcerated in concentration camps in remote areas of the seven western U.S. states during World War II. Their crime? Ancestry. Almost two-thirds of the interns were Nisei, or U.S.-born. Even World War I veterans of Japanese descent were forcibly evacuated. Families were made at gunpoint to leave their homes, businesses, schools, their lives for spartan, communal tarpaper barracks in inhospitable regions. The adoption of home devices connected to the internet is growing and so are concerns about child physical and digital safety and privacy in the smart home. The U-M community is invited to join us on Zoom for a presentation and Q&A with Kaiwen Sun, U-M School of Information Ph.D. student, as she explores the discrepancies between marketing depictions and device features, and discusses considerations for keeping children safe in the smart home.

Kaiwen Sun’s research focuses on the intersection of children’s privacy and safety and understanding parents’ perceptions and behaviors around privacy and safety in the context of smart home technologies.

This event is open to the U-M community (umich login required) and will be especially relevant to parents, grandparents, guardians, and others who interact with children in their homes.

This event is part of the Institute for Social Research series in honor of the life and work of Dr. Martin Luther King, Jr.

The decades since the civil rights movement are considered by many to be a story of progress toward equal rights and greater inclusiveness. Elizabeth Hinton uncovers an altogether different history, taking us on a troubling journey from Detroit in 1967 and Miami in 1980 to Los Angeles in 1992 and beyond to chart the persistence of structural racism and one its primary consequences, the so-called urban riot. Dr. Hinton offers a critical corrective: the word riot was nothing less than a racist trope applied to events that can only be properly understood as rebellions--explosions of collective resistance to an unequal and violent order. Challenging the optimistic story of the post-Jim Crow United States, Hinton's discussion will present a new framework for understanding our nation's enduring racial strife. As her history suggests, rebellions will likely continue until police are no longer called on to manage the consequences of dismal conditions beyond their control, and until an oppressive system is finally remade on the principle of justice and equality.

Register to join the 2023 Privacy@Michigan keynote with Dr. Kirsten Martin on Friday, February 17 at 11 a.m.

Dr. Kirsten Martin for a Privacy@Michigan keynote presentation on privacy expectations on online platforms. Standard approaches to privacy assume individuals relinquish privacy expectations when online or have focused on individuals in relation to a single company. Platforms, such as social media, marketplaces, search engines, etc, are unique in having duties beyond a standard company while also having access to the data of millions of individuals. Dr. Martin will discuss how we need to think about platforms, particularly powerful platforms, as having an obligation to respect the privacy of their users and what that obligation actually entails. Dr. Martin is a University of Michigan College of Engineering alumna.

Dr. Florian Schaub, Assistant Professor of Information, School of Information and Assistant Professor of Electrical Engineering and Computer Science, College of Engineering, will facilitate Q&A time after the keynote presentation.

The Kevin E. Kennedy Memorial Fellowship Gala, known as Gayla, is the annual banquet for Outlaws, the University of Michigan Law School's LGBTQ+ student group. The event will take place on Saturday, February 18, 2023 from 5:30-10 p.m. on the second floor of the Michigan League (911 N. University Ave., Ann Arbor, MI 48109).

Named in honor of Kevin E. Kennedy ('89 LAW), an LGBTQ+ activist and lawyer, the Gala is an opportunity for the broader UM and legal community to come together for an evening of celebration and remembrance. The event will feature a cocktail hour, followed by a sit-down buffet dinner leading into the speaking program with remarks by Michigan Attorney General Dana Nessel and other incredible guest speakers. The recipient of the 2023 Outlaws Public Interest Fellowship will also be recognized. After the speakers, the dance floor will open up with tunes by DJ Batz. The evening will also feature a number of drag performances by local queen Chanel Hunter. Throughout the night, there will be representatives from about 40 local and national law firms who generously sponsored this event and are interested in connecting with MLaw students.

Increasingly, scholars believe that China’s relative economic decline in the 18th and 19th centuries was related to its weak fiscal institutions and limited revenue. This talk argues that this fiscal weakness was fundamentally ideological in nature. Belief systems created through a confluence of traditional political ethics and the trauma of dynastic change imposed unusually deep and powerful constraints on fiscal policymaking and institutions throughout the final 250 years of China’s imperial history.

Taisu Zhang is a Professor of Law at Yale Law School and works on comparative legal and economic history, private law theory, and contemporary Chinese law and politics. "The Ideological Foundations of the Qing Fiscal State," is his second book in a planned trilogy on the cultural and institutional origins of modern economic divergence.

The Michigan in Washington Program is accepting applications for the Fall 2023 semester and early admission to Winter 2024.
The MIW program offers an opportunity each year for 20 undergraduates from any major to spend a semester (Fall or Winter) in Washington D.C. Students combine coursework with an internship that reflects their particular area of interest (such as American politics, international studies, history, the arts, public health, economics, the media, the environment, science, and technology). Students work four days a week, attend an elective one evening a week, and a research course on Friday mornings. They spend their weekends exploring the city and taking in cultural events.

ABOUT THE FILM
Dissecting one of the most influential platforms of the contemporary social media landscape, TikTok Boom examines the algorithmic, socio-political, economic, and cultural influences and impact of the history-making app. This rigorous exploration balances a genuine interest in the TikTok community and its innovative mechanics with a healthy skepticism around the security issues, global political challenges, and racial biases behind the platform. The film won Best Director at the Social Impact Media Awards, and the Visionary Filmmaker Award at GlobeDocs. Shalini’s debut feature, Catching the Sun, released globally on Netflix on Earth Day 2016 with Executive Producer Leonardo DiCaprio and was named a New York Times Critics’ Pick.

Join the Jim Toy Community Center's OUTreach and the Outlaws at the University of Michigan for a free clinic dedicated to addressing the challenges of name changes for transgender and gender nonconforming people.

They will provide details on how to legally change your name and gender marker in the state of Michigan. Information on how to update your Social Security, Passport, Driver’s License, and Birth Certificate will also be available. Legal volunteers will be on-site after the presentation to answer questions and assist with forms. Finger-printing services will be available on site with no fee. If you would like to take advantage of the finger printing services, please bring a government-issued photo ID.

PLEASE NOTE: There will be an officer from the Washtenaw County Sheriff's Office to offer fingerprinting at the event. This is a necessary step in the process for adults 22 or older, and providing the officer in this space skips the need to go to the Sheriff's Office directly and individually.

In this talk, Professor Michelson will present key findings from his new book of the same name. His analysis of almost 150,000 divorce trials in all 252 basic-level courts in two Chinese provinces, Henan and Zhejiang, reveals routine and egregious violations of China's own laws upholding the freedom of divorce, gender equality, and the protection of women's physical security. Domestic violence allegations, even when fully supported by legally admissible evidence, do not move the needle even one iota toward either divorce or, when judges grant divorces, child custody orders against abusers.

Ethan Michelson is the James and Noriko Gines Department Chair in East Asian Languages and Cultures as well as Professor of Sociology and Law at Indiana University Bloomington, where he has been teaching courses on law and society, law and authoritarianism, and contemporary Chinese society since 2003.

The Winter 2023 UMAPS Research Colloquium Series features the U-M African Presidential Scholars (UMAPS) fellows and their scholarly work. The talks prepared and presented by each visiting scholar are designed to promote dialogue on topics and to share their research with the larger U-M community.

Jude Okoye (Nigeria), “Signatures of high mortality risk and life-choice practices among patients diagnosed with colorectal cancer in Nigeria”
Jude Okoye is a lecturer in the Department of Medical Laboratory Science at the Nnamdi Azikiwe University, Nigeria. He recently completed his PhD dissertation at the same institution, focussing on the oncogenes and tumor-suppressor genes in the human papillomavirus, Epstein-Barr virus, and Herpes simplex virus type 2 among female sex workers. He is a recipient of the 2021 Merck Foundation “Best Young African Researcher Award” and the American 2022 Association for Cancer Research “Global Scholar-in-Training Award.” At U-M, he will work with Yatrik Shah (Medical School) on a project titled “Gut microbiome and colon cancer,” evaluating the clinical and therapeutic implications of race-linked genomic and gut microbiome variations and interactions of metastatic colon cancer.

Tshepiso Scott (South Africa), “Small enterprises in South Africa: is their protection as consumers warranted?”
Tshepiso Scott is a lecturer at the Faculty of Law, University of Pretoria, South Africa. She holds an LLB and LLM from the University of Pretoria and an LLD from the University of South Africa. Her research interests center on consumer protection law and company law. During her time in the UMAPS program, she will work on a project titled “Improving consumer access to redress in South Africa” and will be hosted by Kyle Logue (Law School).

Eyerusaleam Kassahun (Ethiopia), “Decolonizing the National Theater of Ethiopia”
Eyerusaleam Kassahun is a lecturer in the School of Theatre Arts at Addis Ababa University, Ethiopia, from where she also holds an MA degree. She has written and produced short, and feature-length films and stage plays. Her academic interests include decentralizing the diverse spectrum of Ethiopian cinema and theater, focusing on issues stemming from Ethiopia’s relationship with black people in Africa and the diaspora. At U-M, she will work with Frieda Ekotto (Afroamerican and African Studies, LSA) on the “Re-Theorizing Colonialism through Ethiopian Theatre” project.

Through close examination of case studies, this talk will explore how serious criminal cases were adjudicated and reviewed, how the Qing imperial government’s Confucian ideal and ideology of justice were constructed and sustained, and for those purposes, how judicial archives were created and curated in late imperial China. It will demonstrate the dynamics, tensions, and complexities in the imperial governance and judicial administration of Qing China (1644-1911).

Li Chen is currently Associate Professor of Chinese History and Law at the Department of History and the Faculty of Law at the University of Toronto in Canada. He received his PhD in Chinese history from Columbia University and JD from the University of Illinois (UIUC). His research focuses on the intersections of law, politics, and culture in both Chinese and international history since the early 16th century. Besides other publications including two edited volumes and a forthcoming Chinese book, his first English monograph, "Chinese Law in Imperial Eyes: Sovereignty, Justice, and Transcultural Politics" (Columbia University Press, 2016), received the honorable mention for the Peter Gonville Stein Book Prize of the American Society for Legal History in 2017 and received the Joseph Levenson Book Prize for Chinese studies from the Association for Asian Studies in 2018. He has since been working on several book projects on late imperial Chinese legal culture and judicial practices.

Come join Thomas J. Sugrue in conversation with U-M historians Angela D. Dillard and Matthew D. Lassiter as they discuss the historical roots of the current challenges facing American cities. Sugrue is the author of The Origins of the Urban Crisis: Race and Inequality in Postwar Detroit, a landmark study tracing the decline of the Motor City to factors including racism, housing discrimination, and deindustrialization, all conditions that predated the 1967 uprising. He has also written widely praised books about President Barack Obama and the struggle for civil rights in the north.

Born in Detroit, Thomas J. Sugrue is Silver Professor of Social and Cultural Analysis and History and director of the Cities Collaborative at New York University. A specialist in twentieth-century American politics, urban history, civil rights, and race, he is the author of four books, among them The Origins of the Urban Crisis: Race and Inequality in Postwar Detroit (1996) and Sweet Land of Liberty: The Forgotten Struggle for Civil Rights in the North (2008). He is a frequent media commentator on modern American history, politics, civil rights, and urban policy.

Angela D. Dillard is Richard A. Meisler Collegiate Professor of Afroamerican and African Studies, History, and in the Residential College at the University of Michigan. Her publications include Faith in the City: Preaching Radical Social Change in Detroit (2007) and A Different Shade of Freedom: The Making of Civil Rights Conservatism in America (forthcoming). In addition to serving as chair of the History Department she is also co-PI on the Michigan-Mellon Egalitarian Metropolis project.

Matthew D. Lassiter is Arthur F. Thurnau Professor of History and of Urban and Regional Planning at the University of Michigan. His publications include Detroit Under Fire: Police Violence, Crime Politics, and the Struggle for Racial Justice in the Civil Rights Era (2021) and The Suburban Crisis: White America and the War on Drugs (forthcoming). Lassiter is also co-PI of the Carceral State Project's Documenting Criminalization, Confinement, and Resistance initiative.

Over the last five decades the City of Detroit has felt the crisis of mass incarceration first-hand and most acutely. Historian Heather Ann Thompson will discuss the origins of this crisis nationally and locally, its lived impact on city residents as well as on the city itself. From this history, she argues, we can better understand not only why this is the civil and human rights crisis of the 21st century, but what it will take to undo it.

The prison system regulates every part of an inmate's identity. Instead of using their name, they are given an ID number. Visiting room photos and mug shots are tightly regulated. Personal info is recorded: height, weight, etc. In the process, their humanity is denied.

This exhibit reveals the faces and stories of those in prison. It lifts up the voices of those who have been silenced by the criminal legal system. The Humanize the Numbers project gives them a freedom not normally allowed in prison. They share their stories with the world outside. By doing so, those in prison reclaim their humanity.

*Humanize the Numbers* presents the perspectives of men in Michigan prisons.

The prison system regulates every part of an inmate's identity. Instead of using their name, they are given an ID number. Visiting room photos and mug shots are tightly regulated. Personal info is recorded: height, weight, etc. In the process, their humanity is denied.

This exhibit reveals the faces and stories of those in prison. It lifts up the voices of those who have been silenced by the criminal legal system. The Humanize the Numbers project gives them a freedom not normally allowed in prison. They share their stories with the world outside. By doing so, those in prison reclaim their humanity.

For more than two decades, Irish politicians, economists and legal scholars have commented on whether Ireland is “closer to Boston than Berlin” in its orientation. The U.S. and Europe are often presented as offering competing visions of prosperity in liberal democracies, with different understandings of the role of government.

Ireland has a unique position (and not only in geographical terms) sitting between these two worldviews. Ireland has a close economic relationship with the U.S. Ireland’s culture and legal system has often drawn on American examples. However, Ireland is also a Member State of the European Union, is committed to the project of European economic integration and is bound by laws passed by its institutions.

This question of Ireland’s relationship to the US and Europe merits further consideration in light of more recent developments on both sides of the Atlantic. This lecture will consider how Ireland combines ideas and insights from both systems, drawing on the wisdom of both Boston and Berlin, both Michigan and Madrid. It will examine the pattern of legal, cultural and political links between Ireland, the U.S. and Europe. It will also emphasize the role that these ties have played in nurturing Ireland’s economic development and success.

Rossa Fanning was appointed as Attorney General of Ireland on 17 December 2022. In that role, he attends Cabinet as the legal adviser to the Government and the chief law officer of the State. Prior to his appointment as Attorney General, he was a Senior Counsel in private practice at the Irish Bar with a varied caseload spanning commercial law, public law and judicial review, professional negligence, product liability, defamation, and privacy law. He graduated from University College Dublin with a First Class Honours BCL degree in 1997. He was awarded the Swift McNeill Memorial Prize, a Postgraduate Research Scholarship by UCD, and was called to the Irish Bar in 1999 after graduating from King’s Inns in the first place as the John Brooke Scholar. He was awarded a Fulbright Scholarship and a University Fellowship to pursue an LL.M. at the University of Michigan, where he graduated in 2000.

Mitch Berman writes and teaches in American constitutional law and theory, philosophy of criminal law, general jurisprudence, and philosophy of sport. His contributions to these diverse fields include a novel nonoriginalist theory of American constitutional interpretation, a new positivist account of legal content, and an original retributivist justification for criminal punishment.

About Trish Refo
Trish Refo is the Past President of the American Bar Association. Her practice is concentrated in complex commercial litigation and internal investigations, with extensive experience in professional malpractice defense, commercial and business torts, financial institutions litigation, class actions and trade secret litigation. She chairs the firm's Professional Liability Litigation group. Trish is a sought-after speaker at international, national, state and local continuing legal education conferences. A thought leader on litigation and trial issues, Trish has been named one of the most influential women lawyers in the country. She has served as Chair of the ABA House of Delegates and the ABA Section of Litigation. Trish served on the Arizona Supreme Court's Advisory Committee on the Rules of Evidence, and is a former member of the Advisory Committee on the Federal Rules of Evidence of the United States Judicial Conference.

Have you ever wondered about the history of the buildings that sit in the middle of campus that many associate with the Renaissance, east coast Ivy Leagues, or even Hogwarts?

This walking tour seeks to familiarize you not only with the illustrious, imposing architecture of the Law Quadrangle here at the University of Michigan but also with the historic presence of the Law School itself. Over the course of 1.5 hours, we will discuss the conception of the buildings themselves, the winding roads it took to get there, and the Law School’s many years of influence on social issues and legal education as we stroll through the Quad. Join us as we uncover stories and debunk myths about the distinctive University of Michigan Law Quadrangle.

The tour starts on the southeast corner of State St. and N University. Please dress weather appropriate.

ABOUT THE SERIES

This four-part lecture series offers an ethnographic counternarrative to the never-ending U.S. Drug Wars that are justified by our profound disdain for dependency. Roberts juxtaposes this disdain with what she learned from her working-class neighbors in Mexico City. In their neighborhoods, vices are dependencies that isolate, while addictions are dependencies that connect. Neither state is shameful.

Could praising rather than pathologizing addiction reduce the staggering violence and racist incarcerations of the Drug Wars? And might more of us survive if we stopped shaming ourselves for our dependencies?

ABOUT PROFESSOR ROBERTS

Elizabeth F.S. Roberts is a professor of anthropology at the University of Michigan, who investigates scientific and public health knowledge production and its embodied effects in Latin America and the United States. She currently collaborates with engineers and environmental health scientists in the United States and Mexico as part of two ongoing team-based projects in Mexico City that she directs: “Mexican Exposures: A Bioethnographic Approach to Health and Inequality” and “Neighborhood Environments as Socio-Techno-bio Systems: Water Quality, Public Trust, and Health in Mexico City” (NESTSMX). In these projects, she and her team trace the looping social, economic, biological, and technical processes that shape everyday life, health, and inequality in working class neighborhoods. One of the key aims of Professor Roberts’ current work is the development of bioethnography, a method that combines social and life sciences approaches in order to make better knowledge about health and inequality. Dr. Roberts’ earlier research focused on assisted reproduction in the United States and Ecuador, reproductive governance in Latin America, and transnational medical migrations. She is the author of the book "God’s Laboratory: Assisted Reproduction in the Andes" (Univ. of California Press 2012) and is currently finishing her book manuscript on addiction called "In Praise of Addiction: Devotion and Defiance in a Damaged World."

Please join us for the first Environmental & Energy Law Program lunch talk of the academic year. Richard Revesz, the administrator of the Office of Information and Regulatory Affairs, will deliver a lecture entitled "Modernizing Regulatory Review."

This event is free and open to the public. Lunch will be served.

On April 6, 2023, the Biden Administration took two actions to modernize regulatory review. First, the President signed an executive order that will focus federal agency and Office of Information and Regulatory Affairs (OIRA) time and resources where they can have the greatest positive effect and bring more voices into the regulatory process. And second, OIRA issued proposed revisions to its government-wide guidance on regulatory analysis, Circular A-4, to help agencies better account for the full range of benefits and costs of their regulatory actions. This talk will particularly focus on Circular A-4, including proposed revisions to guidance on discounting, geographic scope of analysis, and distributional analysis.

Richard Revesz, the administrator of the Office of Information and Regulatory Affairs, is one of the nation’s leading voices in the fields of environmental and regulatory law and policy. He is also the AnBryce Professor of Law (on leave) and dean emeritus at the New York University School of Law. Revesz has published ten books and around 80 articles in major law reviews and journals advocating for protective and rational climate change and environmental policies, and examining the institutional contexts in which regulatory policy is made.

Overview: Artificial Intelligence (AI) is transforming every aspect of our society and our lives. However, just like any emerging technology, AI’s impact varies greatly for different demographic groups, in different geographic regions, and is shaped by social conventions, culture, religion, economic realities, among many other factors. We invite everyone who is interested in understanding the impact of AI to join Marina Alsahawneh and Merve Hickok for a discussion of the impact of AI on women in the US and the Middle East. They will discuss gender biases in AI algorithms, opportunities and gender inequity in the AI-enabled workforce, and cyber-based violence against women. They will discuss how these intersect with the political, social, cultural, economic and religious features of different geographic regions.

Heather Tanana, Visiting Professor at the University of California, Irvine School of Law, will speak about securing tribal water rights after Arizona v. Navajo Nation.

With a wealth of experience in state, federal, and tribal courts, Heather's expertise spans various domains of law, the environment, and public health.

Heather (Diné) previously served as an Assistant Professor (Research) and Wallace Stegner Center Fellow at the S.J. Quinney College of Law. She has clerked at the U.S. District Court for the District of Utah and founded the Indian Law Section of the Utah State Bar Association. Heather's outstanding contributions to the legal field have earned her recognition and accolades from organizations such as the Natural Resources & Environmental Law Section of the Utah State Bar, the Utah Minority Bar Association, and the Environment, Energy and Resources Section of the American Bar Association.

Heather is also Associate Faculty at the Johns Hopkins Center for Indigenous Health and collaborates with the Center's Training team. She holds a Master of Public Health degree from Bloomberg School of Public Health - Johns Hopkins University, where she was inducted into the Delta Omega Public Health Honorary Society.

Maria LoCicero is a current 2L (second year law student) at the University of Michigan Law School. After graduating from the University of Michigan in 2021 with degrees in History and Arts & Ideas in the Humanities, Maria spent a year serving with City Year, Chicago where she taught 7th and 8th grade science and social-emotional learning. In her itty bitty free time, Maria enjoys running (she has been training for a marathon) and making art of all kinds.

ABOUT THE SERIES

This four-part lecture series offers an ethnographic counternarrative to the never-ending U.S. Drug Wars that are justified by our profound disdain for dependency. Roberts juxtaposes this disdain with what she learned from her working-class neighbors in Mexico City. In their neighborhoods, vices are dependencies that isolate, while addictions are dependencies that connect. Neither state is shameful.

Could praising rather than pathologizing addiction reduce the staggering violence and racist incarcerations of the Drug Wars? And might more of us survive if we stopped shaming ourselves for our dependencies?

ABOUT PROFESSOR ROBERTS

Elizabeth F.S. Roberts is a professor of anthropology at the University of Michigan, who investigates scientific and public health knowledge production and its embodied effects in Latin America and the United States. She currently collaborates with engineers and environmental health scientists in the United States and Mexico as part of two ongoing team-based projects in Mexico City that she directs: “Mexican Exposures: A Bioethnographic Approach to Health and Inequality” and “Neighborhood Environments as Socio-Techno-bio Systems: Water Quality, Public Trust, and Health in Mexico City” (NESTSMX). In these projects, she and her team trace the looping social, economic, biological, and technical processes that shape everyday life, health, and inequality in working class neighborhoods. One of the key aims of Professor Roberts’ current work is the development of bioethnography, a method that combines social and life sciences approaches in order to make better knowledge about health and inequality. Dr. Roberts’ earlier research focused on assisted reproduction in the United States and Ecuador, reproductive governance in Latin America, and transnational medical migrations. She is the author of the book "God’s Laboratory: Assisted Reproduction in the Andes" (Univ. of California Press 2012) and is currently finishing her book manuscript on addiction called "In Praise of Addiction: Devotion and Defiance in a Damaged World."

How do we equip K-12 educators to survive devastating attacks on the culture war frontlines? K-12 public educators Matthew Hawn (Tennessee high school social studies teacher) and Elissa Malespina (New Jersey high school librarian) were targeted for having conversations about white privilege and racial equity and justice in a contemporary issues class and for ensuring students’ access to LGBTQ+ and racially diverse books in the school library.

Hawn and Malespina were fired from their jobs, appeared in national headlines, and (in Hawn's case) faced state discipline. During the event, they will share the realities of being under attack and offer advice on creative, sustainable strategies for educators, pre-service educators, and allies to prepare and protect themselves and to fight back collaboratively.

Registration for in-person attendance is suggested, though not required.
