RUSSIA AS A DISSATISIFIED POWER
Sherman W. Garnett, Dean of James Madison College at MSU
Before taking on his present position in 1999, Dr. Garnett spent 15 years in Washington focused on arms control, the U.S.S.R., Russia, Ukraine and security issues in the former U.S.S.R. in the U.S. Government and as a Senior Associate at the Carnegie Endowment for International Peace.
U.S.-Russian relations remain tense and are an important challenge for the next U.S. president. The roots of the tensions are to be found in Russia’s difficult
transition, its dissatisfaction with its regional and global status, and the U.S.’s inability to find the right balance between Russia and its neighbors.
