Elliot Regenstein will discuss how state early childhood systems really work – how state governments oversee publicly funded programs, how community capacity supports state work, how advocates and philanthropists try to exercise influence, and how data is used to shape policy.
Elliot Regenstein, Law '99, is a Chicago-based partner at Foresight Law + Policy. Elliot has extensive experience in state-level policy and advocacy, with an emphasis on early learning. Much of his work focuses on decision-making in state education and early education systems: who is responsible for which decisions, what information they have to support those decisions, and what incentives are acting on key stakeholders.
