While clean energy improvements save utility customers money over time, some property owners find it challenging to finance the upfront costs of energy efficiency upgrades or renewable energy projects. Local governments can help building owners overcome this hurdle by creating a PACE (or Property Assessed Clean Energy) district, which allows building owners to access longer-term loans through a voluntary special assessment on their property tax bill.
