Dr. Betsey spent most of his childhood in Detroit. His family moved to Ann Arbor the summer before his 9th grade. Although he intended to become a Spanish teacher, after taking his first course in economics he decided to pursue a degree in economics. He fulfilled his dream twice over, completing his undergraduate degree in Economics and Spanish and continuing immediately for his Ph.D.

Dr. Betsey recently took emeritus status after 25 years as Professor of Economics at Howard University. He previously taught at various times at the University of Massachusetts at Boston, George Washington University, the University of Maryland, and the University of the District of Columbia.

Over the years, Dr. Betsey worked in various governmental and nonprofit public policy research organizations beginning with his first job at the Office of Economic Opportunity (OEO) in the Executive Office of the President, the Congressional Budget Office, the National Research Council, and the Urban Institute.
